I have your letter of 8 July, offering to assist in pro-
viding information on the details of the procedures of coding and
decoding as they were used by the former German Ministry of Foreign
Affairs and its intelligence division.
I believe information of this type may be of considerable
use in intelligence studies. In view of the War Department's primary
interest in information emanating from a theater of operations, I
have referred your letter to the Director of Intelligence, 8, ask-
ing that he commiuaicate with you on the subject.

In connection with the aarse against forssr officials of the
Germany ktnistry of foreign Affairs, of which I an in charge, I came
across hundreds of their addresses sod among thew are a number who did
coding and decoding work. While we are only interested in the content
of these messages, your ditice might be interested in the technical
aide and in the details of the procedures of coding and decoding as
they were used by the Foreign kinistry and its Intelligence Division.
As far as 1 can judge from the letters written by Foreign
i iniatry officials to us, there are approximately one or two dozen
code clerks who guy* their addressee -- sane in the American and
others in the British and French Zones of occupation.
If you should be interested in the matter of coding and 4.-
coding as it was handled in the t rner Gera= Foreign Office please
advise us if we can be of any service,
