I cannot, of oourse, commit aposition in CIA which
will be responsible only to me. `Where are only one or two sash
positions, and they are now quite adequately filled, as ere also
the eeiior staff positions which have available.
I thine it quite probable that, an interesting position
might be found for you at a little lower lavel than you have indica-
ted, should such a situation Interest you.. There is always a
primary need for outstanding competence in the upper level of both
administration and operations, and it Is of definite interest to me
to fill such positions, where possible and practicable, with
individuals of whoa I have sufficient knowledge to warrant confi-
dence in expected results. I an am!* you know that I would ;glace
you in that category.
If you feel you can consider arming in here under the
circrastanoee which T have indicated, T Mould appreciate it if you
will let me know. Until I do got some Definite word f'rcm you, I'll
hold everything in abeyance.
I do appreciate fully your situation with respect to your
business and will understand if you feel that you should not further
consider coming with us.

Dear Admiral Hillenkoetert
I enclose the application for Federal Employment which you
gave me. That part of it calling for 'positions held' is
necessarily incomplete as I have always worked for mpself.
For your own information I enclose copies of my fitness
reports from Captain Goggins and General Twitty, an old
qualification questionnaire that you signed and a Bronze
Star Citation by Admiral Nimiti. I presume that none of
the above need be forwarded to the proper parties with my
application for Federal Employment and I therefore would
appreciate it if u would ask your secretary to return
them to me in after you have made such use of
them as you wis .
I would like to emphasize again that although I welcome the
opportunity to again work under you and feel that at this
critical period I should offer my services to the Government
for what they are worth yet on the other hand I am the head
of and own several exceptionally profitable businesses the
income of which may substantially decrease due to my absence,
I therefore do not wish to give up what I am doing now unless
you have a real job for me to do. As I told you in Washington
I do not care at all whether or not my position carries a title
but it must be answerable only to you.
After consideration of the above if you really need me I will
be more than glad to come at any time you wish for a six
month period after which I will have the privilege of resigning
if I find the results of my work do not warrant my absence
from my personal business for a longer time.
