Dear Mr. Maglia:
On further looking into the proposal
submitted by you last Febr`aary and after fair considera-
tion of the points involved, it seems that this proposal
is not one-that can be sponsored or handled by this
organization. Instead of that, such a subject should
be taken up with whomever is to be the administrator of
the ERP plan if and when the ERP plan passes Congress.

2-2-48 Sen. Homer Ferguson's office made appointment
for Andrew R. Maglia with Director.
Mr. Maglia left with Director a paper "A Project
to implement the Marshall Plan with an efficient
office of Public Relations abroad."
On 29 Mar 48, Maglia wrote to DCI as follows (orig. ltr in CR file):
"You may recall that on February last, I submitted to you a proposal concerning
the subject of Public Relations Abroad. I understood at that time you would
contact me about it within the near future. Not having heard from you to this
date, and because I will leave for Italy on April 10th, next, I am taking the
liberty of soliciting a reply. As I told you personally, the proposal was
conceived after several consultations held with outstanding and well known
citizens who represent a cross-section of various national groups and are
closely identified with the clergy, legal and liberal arts, politics and
labor. Their opinion is based on mature and considerate judgement. Some of
them have held high rank in G-2. Like myself, they are anxious to participate
actively in anything which may prove a good antidote for the systematic raids
and totalitarian aggressions against peace and civilization. The current radio
and newspaper publicity liberally bestowed on what is described ma as "Operation
X" lead my friends and self to wonder if the modest proposal submitted to you
has been considered. If so, I would not hesitate to meet with you again, prior
to my leaving for Italy, for the purpose of submitting detailed dates relating
the proposal, which was presented in it's present perfunctory form for various
and obvious reason. If the matter is still under advisement, please notify
me accordingly. I will consider it a privilege if during the few weeks in Italy
I can be of service to you. With high esteem and regards I remain:
