General Smith has asked that I reply to your kind
letter of 2 June 1951, in which you ccwp]amsnt the
Central Intelligence Agency and General Smith in
particular.
Since the field of endaatoor which Jor letter
covers is outside the scope of activity of the Central
Intelligence Agency, I regret that there is nothing
we can do to forward t ideas you a*press. The law
is most explicit in Ming that we depot have any
internal security duties or responsibilities. These
belong to the Federal B reaa of Innestlgation.
