It is my understanding that is working under the
supervision of General McClure and that General McClure leans on
him rather heavily for certain aspects of the unconventional war-
fare program. In view of the fact that Oeasral McClure has only
recently stated to both of us that he is desperately short of
qualified personnel, I believe it would be almost certain to create
difficulties if we were to take any action loading to the transfer

. Moreover, my own analysis of recent proposals
mace y coupled with the majority view of those who
worked with his in 08S during the wart, leads me to the conclusion
that he would be difficult for us to assimilate. I should like to
discuss the latter aspects of this matter orally with you at greater
length.*
