SUdJbCT: Progress Report by the Director
Since the last meeting of" the coard on 2 July 1951., 1. have been
concentrating my attention principally on two anatte ; first, necessary
organizational and administrative :natters, and second, a review of the
problems that should occupy the attention of the ooard and my staff?
The Agenda for this meeting deals specifically with these subjects and
separate papers are being presented, however, .1 shoulc like to cover,
in a general way, the highlights of the last few weeks,

Jackson aces, Those quarters are well suited to our purposes from the
standpoint of location and accommodations rt but it 5s becoming. clear that
as we approach our projected level of staff strength ik`.Y.at it will be
necessary to secure additional space. 4e have informally put the
General Services Administration on notice that we will request them to
assign to us the adjoining building now occupied by a ::nit of OUN
Interim Star f Arrangements : _ &ac wmibe r department and, agency,
the Joint Chiefs of Staff,, has bear kind enough to ,.ieta.il one or
more staff members to assist me on a temporar7 basis pending develop...
ment of my permanent staff, by this means 1 aa.ve been able to designate
individuals to fill the principal. ;positions In the orga-aization on an
acting basis and to create the nucle ys of a f?.znctioninV organization.
This temporary staff has been assi:itng me in devel pu- an unc3erstand-
ing of the problem areas. that. will req,ri.re board attention and thiis
have prepared a paper that will, be considered as an item on the Agenda
for today's meeting.
I a,preciate very much the action. of the member aReencies in
making the services of these indiv iduual : avail-able to .ono and also the
exemplary athninistrative support that I have received f ?om all the
member agencies in anticipating and dea:Ling with the many administrative
questions that inevitably arise in the establishment of any new orb;, a faW
tionc. I hope that a niam er of indi.vld vals w ac are now on loan to the
staff,, particularly those in the clerical and administrative category,,
can be retained as permanent members of the staff of the .board.
Permanent Staffing: I have been concentratin my efforts on the
filling, on aa pernanent basis, of tie I.a keyr ic?sitions in the staff
organization = the Deputy- Director and the 3 Assistant ?,iirectors in
charr e of the principal components of the staff orgy ni yM nano It is

my view that these positions must be filled by individuals of the high-
est competency anc that it will probably regidre an unusual effort to
find and recruit c,roperly qualified. irAd vidua].s., ire have also received
a large number of applications for staff positions of lesser importance
which are now undE rgoing review and. I expect that a mmnber of the appli-
cants will be employed immedia' ely, %
Organization Functions and rsud et: a The temporary staff has as-
silted me in developing an initial organization and estimate of the cost
thereof m These matters are covered in a paper that will. be taken up at
this meeting,, It is my view that this interim organization should be
approved at this time to enaule us to organize the bnsiness of the board
and to recruit inc.ividuals for permanent appointment. The sum required,
in my opinion, is modest and may have to be augmented at a later date.
However, i think that it will permit is to get on with the ob at this
time. The estimate calls for equal contributions of from each
member agency for the balance of the fiscal year. Rep:cesentatives of
the member agencies are currently working with the Acting Lxecutive
Officer of my staff in the development of an administrative support agree-
ment covering the financing of the operations of the noa.rd and it is
ey cted that this agreement will be submitted to the member departments for
val in the next few daysa
