SUBJECT: Far East Command Interim Report on Psychological Warfare
Plans dated August 27, 1951, and Department of the Army
Comments on Same.
At the request of the Chief, Psychological Warfare Special Staff,
U.S.A., the Chief of the Joint Subsidiary Plans Division (JSPD) has
furnished the Psychological Strategy Board with the Far East Command
Interim Report on psychological warfare plans, together with Army
comments on same.
Careful review of the implications contained in this report
suggests a requirement for the Central Intelligence Agency to consider
the development of a covert support plan to achieve the desired psycho-
logical objective.
Additionally it appears that the larger question of a l - ange

planners, particularly to attain definitive answers to the following:
2. What lines of political, economic and military action are open
to U.S. strategic psychological warfare in order to inhibit
trends detrimental to the United States, stimulate trends
favorable to the United States?
In view of the importance of such questions, it is requested that
you furnish me with your views and recommendations as to the desirability
of placing such a task on the Psychological Strategy Board planning agenda
