T}:iis letter is to confirm our oral discussion with regard
to creating a standby E::1ert system for giving notification with
re and to the isn lementation of either one of PSB approved plans
The departments an+3 agencies concerned have now almost
completed their operational Tannin ursuant to these plans
and the are moving at a terlpo to
indicate a pro a i ~y o ear conclusion or termination
within the short-term f',a.ture.
P~:B has the respor..sibility of notifying the appropriate
departments and agencies when to begin implementing either one
of the two plans i:n question. In turn, it is our understanding
that the President wil3 make the decision with regard to a
definitive termination of the 1S:orean armistice negotiations.
In order to discharge F3:3~s responsibility for quicily
informing all interested departments and agencies with regard
to the eventuality of these contingencies, the following persons
have been designat+sd to act as an alert network:
