SUBJECT : Reply to NO. Gordon Gray's Knorandum of 14 September 1951 Concerning;
Psychological Warfare Planning for the Far East
1. The attached memorandum for the signature of DCI is in response to
NO. Gordon Gray's request for his views and recommendations as to the desira-
bility of placing long-range planning for the Far East on the Psychological
Strategy Board agenda for early consideration.
2. NO. Gray's memorandums was predicated on the Far East Command Interim
Report on Psychological Warfare Plans and Department of Army comments on the
same, which has not been received by OIL. The only known copy is held by the
Psychological Strategy Board and time did not permit obtaining it for study.
In Paragraph 5, of the attached memorandum, the PSB is asked to send the report
to CIA.

3. It is recommended that the attached memorandum be forwarded,4o DCI for
his signature.
