1. The background of this matter, an known to me, is as
follows r
a.. Subject Report was instituted as a PSB staff projec
So far as I am aware, it has not been formally cleared with
PSB itself,
b. In the course of preparing this Report, Henry Loomis
of the PSB staff held certain informal discussions with Dr.
Millikan, who was then AD/RR. After some of these conver-
sations had been hold,: a formal request was made on CIA to
furnish research breakdown figures to Mr. Loomis for the
purposes of his study.
c. The question of furnishing the requested information
was referred through you to Mr. Saunders, who advised this
office that CIA had not previously authorized a dissemination
of such figures outside CIA. Mr. Saunders further advised
that this limitation on dissemination was applied even as to
the Bureau of the Budget, which was cooperating with Mr.
Loomis in his study. Accordingly, it was felt that release
of such figures to the PSB staff could be a source of
embarrassment for CIA vis-a-vis the Bureau of the Budget.

d. Upon being so advised, the undersigned requested W.
Saunders to have prepared a letter of reply to the PSB staff
indicating that 01A would be unable to furnish the fig at
desired.
e. In the meantime, the making of the request had been
reported in the Director's frog and noted. by the BCI,, who
indicated his view that the figures in question should not h
furnished.
f. After receiving the CIA letter refusing to furnish
those figures, Tracy Barnes telephoned the undersigned and
requested authority to have Loomis discuss the research
problem generally with Dr. Mikan. During this conversa-
tion, Mr. Becker made it plain Mr. Barnes:
1. That the DCI himself had disapproved the
furnishing of figures.
2. That CIA could not# in the light of the fore-
going, agree to the inclusion of such figures in the
proposed PSB staff Report.
2. Notwithstanding, this background, the PSB staff Report as
prepared by Mr. Loomis, contained references to CIA and figures
respecting amounts allocated to research which, although rounded
off, are generally accurate, as indicated by Mr. IImemorandumc
dated 23 April. 1952, Reference (b), attached.
3. The PSB draft memorandum,, containing such figures,
hand-carried by Mr. Barnes to Mr. Dunes, who was not fully informed
to the foregoing background, with a request for clearance.. Mr.
, in turn, referred the same to the undersigned.
b. Mr. Becker called Mr. Barnes, attention, by phone, to the
fact that this Report, in its present form, was contrary to the
understanding previously reached, which, on the part of CIA, was a
position taken pursuant to specific instructions by the DCI. Mr.
Barnes undertook to review the Report and consider deletion of all
references to CIA, Thereafter, Mr. Barnes sent to Mr. Becker the
letter dated Maq r 2, 1952 (Reference (a)) in which he indicates
unwillingness to delete references to CIA.
5. Under the circumstances,, I plan to call the foregoing to
the attention of the Director and to recommend that Mr. Barnes be

informed that. CIA will not authorize the release of said Report
contain ; breakdowns of CIA research figures, and will insist
upon the destruction of the copies thereof containing such figu

a. That the release of these figures in the form in
which they are set out in the Loon draft Report would be
contrary to previously established policy of CIA; and
b That such policy has heretofore been applied in
dealings with the Budget Bureau.
