As you know, Task Panel "A" has been engaged since 6
August on the problem of propaganda and psychological strategy
plans with respect to the Armistice negotiations in Korea.
This Panel has addressed itself first to the contingency of a
definitive rupture in the negotiations.
I wish to report that the Panel has reviewed the prepara-
tions for this contingency which have already been made by the
departments and agencies conducting psychological operations,
and has found them essentially sound. The propaganda objec-
tives and public statements are designed to render maximum
support to our political and military objectives and inten-
tions.wiwith respect to Korea, and are also in consonance with
our aims with respect to the coming Japanese Treaty Conference
as well as with our overall psychological objectives.
The Panel will in a few days have completed its study of
this contingency, after which it will move on to the contin-
gency of "The attainment of any degree of success in the
Armistice negotiations". Whether it imiill in fact proceed to
that contingency and how it will be handled is, of course,
dependent upon the determination of the significance of
yesterday's supposed rupture,

Dr. Stratton, Provost of the Massachusetts Institute of
Technology and Director of the Center of International Studies,
plans to present the program of the Center to the Psychological
Strategy Board and members of the staff on Wednesday, November
7th, from 10:00 to 12:00 a.m., in my office.
You will recall that this Center is a continuation on an
established basis of the work recommended by the Troy Report
and draws its support from the Central Intelligence Agency.
The work of the Center, in my opinion, has a particular interest
to the Psychological Strategy Board.
Dr. Stratton will be accompanied by his division chiefs,
and the presentation will give in detail the contribution and
the goals of the work of the Center. I hope you will find it
possible to attend.

Items keep appearing in the papers to the effect that the
United States will reduce its arms budget next year, and that our
allies will do the same, as a result of economic necessity.
If it is true that we plan to reduce our arms expenditures,
we may be throwing away a great opportunity by a casual release of
such information.
It seems to me that we could announce the possible coming
reduction in a dramatic way as a token of our sincerity in presenting
our disarmament proposals. The President, for example, could
announce that we will out our arms budget so many billions as a
demonstration of our peaceful purposes and of our faith in our
inherent strength. This would help give an element of plausibility
to our disarmament proposals and could be followed by similar
announcements in Britain and Prance.
If it should be decided that we should make a virtue of
necessity in this way, of course, steps should be taken to bottle
up further casual statements. Obviously, such an approach would
also require some fast planning and diplomacy to make sure that
the European nations do not go into a tailspin on rearmament.
I should like very much to discuss this with the members of
our Board at our luncheon on Thursday. At this point this matter has
been discussed only with the Assistant Director of the Office of
Plans and Policy in my staff.

From time to time, PSB documents deal with matters that are so
sensitive that it will be necessary to depart from this standard dis-
tribution. Therefore, the following procedure has been set up by this
office to provide adequate consultation with respect to the number of
documents required to meet the operational needs of the Central
Intelligence Agency. The same procedure will be followed in respect
to the other two member agencies of the Psychological Strategy Board.
Prior to the distribution of any Psychological Strategy Board
documents the Executive Officer will obtain the recommendation of the
appropriate office in the staff of the Psychological Strategy Board
(which recommendation will usually be based on the views of an inter-
departmental panel having cognizance of the particular subject covered).
The recommended distribution, if it departs from the established
standard distribution, will be checked with your office and an agree-
ment reached as to the number required by your Agency.
It would be appreciated if you would advise me whether this
proposed procedure meets with your approval.

European orbit.
