In pursuance to the request of the Psychological Strategy Board
the L4 Committee on NSC 143 "Proposal for a Volunteer Freedom
Corps" has studied the Memorandum of March 9, 1953, from the Under
Secretary of State, subjects "Proposal for Encouragement of Addi-
tional Single Male Youth to Defeat from East Germany," and concurs
in the Department of State's recommendations that the statement
contained in paragraph I should be adopted as United States policy.
This Committee has under study the question whether or not the
proposed Volunteer Freedom Corps should include persons of German
nationality. Irrespective of the eventual decision, however, in
our view the proposed East German defector program is entirely
compatible with the projected Volunteer Freedom Corps. If it
should eventually prove advisable to include Germans in the Volun-
teer Corps, no loss, but indeed a gain would have been realized
by proceeding in the meantime with the Department of State's
proposal.
In view of the fact that this Committee is considering
the over-all defection of available males from all countries behind
the Iron Curtain, our recommendation is that no mutual contingency
between the project in question and the proposal for a Volunteer
Freedom Corps should be established In the decision of the Psycho-
logical Strategy Board.
