The Committee has now been in existence six months, during which time it has been breaking ground in an area of activity completely novel in our governmentTs history of foreign relations. Accordingly, it has moved slowly. The corranittee members have cautiously felt their way forward while the Embassies have been explorir.~g their responsibilities in this matter. Qur experience has shown that the reduction of communist strength and influence in must be regarded as the primary re- 25X1 sponsibility of ose governmen? The actions called for in these two plans are, therefore, to be carried out in the main by our respective Ambassadors with the Washington committee keeping a continuous watch on the situation and acting as a backstop. Now that the initial organizational phase of coordinating the im- plementation of the plans is over the committee is, as indicated in the attached report, about to enter a new phase of operational planning in Washington. In reviewing progress since its first report, I feel that the Washington committee has proved its usefulness and should continue to provide the same high order of interdepartmental co- operation in this project which, the chairman of the committee informs me, has chaxacterized its work to date.
