MEMORANDUM I-XF CONVERSATION
1. Mr. Jacobus of the NSEB called to see me regarding certain
questions arising out of the NSC Directive for the preparation of the
study on the net capabilities of the USSR to attack the U. S. These
questions and my answers are as follows:
a. Shouldn't there be in the Directive a responsibility for
ICIS and IIC to collaborate?
My answer: That while conceivably this was desirable at
an early stage it would be, in fact, carried out aL, the time of
the Director's total evaluation in collaboration with IIC, ICIS,
and JCS. I further pointed out that the chairmanship of these
two committees is held by the FBI and that presumably appropriate
cross relationships between the two committees had been noted by
Mr. Whearty and his colleague on the IIC. I stated my understand-
ing that the papers of these two committees were practically com-
pleted. He reluctantly stated that his question was at this time
a bit academic.
b. The NSRB has an interest in this project because of its
relevance to their planning assumptions. They would like to see
the papers when produced and have observer's status on the final
group under the chairmanship of the DCI.
My answer: I stated that I thought these reasonable and
useful requests and would so recommend to the DCI.
RECOMMENDATION: It is recommended that the DCI authorize me to
inform Mr. Jacobus of the NSRB that as the papers in this project are
completed they will be forwarded to the NSRB and that a representative
of the NSRB will be requested to sit as an observer in the discussions
of the final estimate.
