1, Qa 20 January 1950, I was approached by Lieutenant Colons-:.
CHOOS, G-2 Staff Alaska Command, who stated that the Command was of
the opinion that steps should be taken to lay down a stay-behind
organization to become active in the event of enemy occupation of
the territory. During the course of the discussion, it became
apparent that no authoritative request had been formalized requesting
CIA support for this project. I therefore advised Lt. Colonel Cl$)OS
that the G-2 in Alaska dray up its views in a formal paper signed by
the Commanding General of the area and that it be forwarded thrvj;h
channels to the Joint Chiefs of Staff. Only in this manner could CIA
take official oognizanoe of this request and make the necessary arras;e -
ments with the FBI9
20 It is apparent that Colonel Cordermen's memorandum to the China
of Staff, U, S. Air Force, dated 3 March (which was attached to L".
Colonel Marohant's memorandum to you) is the result of my oonversuution
with Lt. Colonel CHOOS.
3. While it is true that CIA does not have formal authority ?;o
conduct operations in the United States or its territories (inola=)ing
Alaska) and that this area falls technically within the jurisdiction
of the FBI, I do not believe that this is wholly an internal FBI.-
Air Force matter.

4. I therefore suggest, before any action committing this
agency is taken, that discussions be held between the FBI and CLL
at the level of the Directors of the two organizations, or their
appropriate representatives
