MEMORANDUM FOR, Acting Assistant Director for Special Operations
SUBJECTS Reports, Office of Special Operations
1. The attached memoraadum from the Assistant Director for
Collection and Dissemination is forwarded for information.
2. The Office of Reports and Estimates must have every bit o
intelligence information possible is order to assure insofar as ais
be practicable that in their evaluations they have considered all
phases of any question. Therefore, copies of all intelligence
information received by the Office of Special Operations will toe
forwarded to the Office of Reports and Estimates and to the Cffiee
of Scientific Intelligence through the Office of Collection and
Dissemination. This will include both positive and"counterespionag
reports. However, it will not include operational and admin.istrati-;e
reports and EYES ONLY dispatches for the Director, Deputy Director it
Assistant Director for Special Operations. Such dispatches will be
delivered to the Director and Deputy Director who, if they deem the
information to be of intelligence value, will forward the reports o
to the Office of Reports and Estimates and the Office of Soloritif=e
Intelligence.
3. Any special security stipulations required will be s-tamped
on the face to the report and shall be strictly complied with in al;
Offices.
