C. 31 December 1946 From: Chief of Naval Intelligence To : Director of Central Intelligence Subject: Collection Plan to Implement National Intelligence Requirements for China. It is recommended that the following chan_-es be made in subject draft collection plan: Paragraph 3 (c), line 2 - Insert "land" before "traffic" and delete "of military significance". Paragraph 4 (a), line 2 - Following "naval" insert 11, xL_?ine and Naval,Air". SECRET line 3 - Change "or" to "and". line 4 - Change "and" to "or" . Paragraph 4 (b), line 2 - Insert "se&" before "traffic" and delete "of naval significance". Paragraph , line 4 - Substitute "and other appropriate collection agencies" for "who will be responsible for insuring appropriate interagency distribution." 2. It is believed that all traffic by 'sea or land between Communist controlled Shantung, f4anchuria and Korea should be watched. Even though there may be no Chinese or Soviet tbrine and Naval Air Forces in this area at this time it is believed that provisions should be made for covex4ng the reporting of any such forces which may appear.
