2. PROJECTS UNDER CONSIDERATION BY THE NSC
THE POSITION OF THE US WITH RESPECT TO SOVIET-DIRECTED WORLD
COMMUNISM
(NSC 7)
Staff report submitted to the NSC as NSC 7 on March 31. Council
action deferred pending further study of this report by the Depart-
ment of State. Scheduled for discussion at 12th Meeting of NSC at
which time it was again deferred pending the receipt of a substitute
report which the Department of State is preparing.
THE POSITION OF THE US WITH RESPECT TO SUPPORT FOR WESTERN UNION
AND OTHER RELATED FREE CCYUNTRIES-
(NSC 9/2)
On March 24, 1948, the Secretary of State referred a Policy Planning
Staff working draft to the NSC for Staff study, and on April 9, a
revision of the same report. The NSC Staff reviewed and made minor
amendments to the latter, and it was submitted to the NSC as NSC 9
on April 13. At its 10th Meeting, April 22, the NBC deferred
action pending partial revision by the Department of State. The
report as revised by the Department of State was submitted to the
NSC as NSC 9/1 on April 23. A.substitute report presented for
Council consideration by the Under Secretary of State was issued as
NSC 9/2 on May 11. At its lith Meeting on May 20, NSC approved in
principle the general line of action subsequent to the proposed
Senate Resolution as outlined in NSC 9/2, subject to the'under-
standing that it will be reviewed after receipt of the report of the
Senate Foreign Relations Committee and in the light of the comments
by the JSC.

Study initiated by the NSC Staff on March 3, 1948, and concurred in
by all Consultants on June 11. Presented to NSC as NSC 14,

and Air, May 3. State action being deferred, pending related
developments.
THE POSITION OF THE US WITH RESPECT TO TURKEY
Study initiated by the NSC Staff Feb. 10, 1948. First draft issued
April 5, 1948. After various revisions, draft presented to Con-
sultants April 27. Concurred in by Navy, April 28; by Army, May 7;
by Air, May 12. State action being deferred, pending related
developments.
THE POSITION OF THE US WITH RESPECT TO SCANDINAVIA
Study initiated by the NSC Staff on April 21, revised on May 14,
sent to Consultants on May 18. Concurred in by Navy, May 21; Air,
June 11. Awaiting action by State and Army.

Memorandum on this subject submitted by the Secretary of Defense
for information of the Council, distributed as NSC 11, May 24.
Draft report prepared by Staff and presented to the Consultants

DIRECTOR OF SPECIAL STUDIES
(NSC 10)
Staff report presented to NSC as NSC 10 on May 12, 1948. Comments
by CIA Survey Group, dated May 14, circulated. At its 11th Meeting
on May 20 the Council deferred action on this report until the next
meeting of the Council. Comments by Director of Central Intelli-
gence, dated May 24, circulated. At its 12th Meeting, June 3, 1948,
the NSC referred it back to the NSC Staff for the preparation of a
substitute report reflecting the discussion at the meeting. Sub-
stitute report drafted by staff and presented to Consultants June 11,
1948. Scheduled for consideration by Council at 13th Meeting on
June 17, 1948.

4. PROJECTS IN PREPARATION BY NSC STAFF
FRENCH NORTH AFRICA
(ITSC 12)
Study of this subject submitted by the Under Secretary of State for
the information of the Council distributed as NSC 12, May 28. On
the basis of this study, the NSC Staff is preparing a report on
Northwest Africa for consideration by the Council. First draft,
issued May 24, currently being revised.

At its 12th Meeting, June 3, the NSC referred to the Staff this sub-
ject to prepare comments and recommendations thereon for considera-
tion by the Council.
POLICY ON ATOMIC WARFARE
At its 12th Meeting, June 3, 1948, the NSC directed the NSC Staff to
prepare a report on the position of the United States with respect
to the initiation of atomic warfare in the event of war, including
consideration of the time and circumstances of employment, and the
type and character of targets against which it would be employed.
U. S. POLICY TOWARD JAPAN
(N8C 13)
Study of this subject submitted by the Department of State for the
information of the Council, distributed as NBC 13, June 2, 1948. On
the'basis of this study, the NSC Staff will prepare a report on this
subject for consideration by the Council.

5. OTHER CURRENT PROJECTS
INTERNAL SECURITY
At its 9th Meeting, April 2, 1948, the NSC authorized its Execu-
tive Secretary, with assistance of qualified representatives from
the departments represented on the Council and other interested
agencies including the FBI, to prepare a study and recommendations
on this subject for Council consideration. Special Consultant for
this project appointed April 14, 1948. Conferences have been held
with representatives of State, Army, Navy, Air, FBI, CIA, Treasury,
Immigration, Commerce, and AEC, and those Departments and Agencies
requested to present written data on their responsibilities and
activities in internal security. Replies being analyzed and initial
report in preparation.
CIA SURVEY
At itp 5th Meeting, Jan. 13, 1948, the NSC approved a resolution
authorizing a survey of the organization, activities and personnel
of CIA and nominated for consideration by the President, three
individuals to conduct the survey. These three Consultants were
appointed Feb. 13, 1948. By Mar. 12, 1948, Secretaries of State,
Army, Navy and Air Force had concurred in terms of reference for
the survey group. Interim Report No. 1 -
- received May 4, 194b. written
comments on this report by Department of State and by CIA indicate
general concurrence with the Survey Group's recommendations. It
has therefore been suggested that Director of Central Intelligence
confer with State with a view to settlement of this question by
mutual agreement, prior to any Council action. Interim Report No.
being considered in connection with NSC 10.

THE POSITION OF THE US WITH RESPECT TO FRANCE
Study initiated by the NSC Staff on Dec. 2, 1947. First draft
issued Mar. 18, 1948. After initial consideration by the Staff,
they agreed to defer further consideration until after NSC action
on NSC 9 Series.
NATIONAL SECURITY OBJECTIVES OF THE UNITED STATES
Study initiated by NSC Staff Dec. 2, 1947 as a long-term project.
First draft issued Feb. 25, 1948. Redraft being prepared by one
Staff member, but further consideration by the entire Staff has
been deferred until after NSC action on NSC 7.
THE POSITION OF THE US WITH RESPECT TO THE MEDITERRANEAN AND TBE

On Dec. 12, 1947 the Consultants advised preparation of a report
on this area by the Staff. First draft issued Mar. 2, 1948.
Further consideration of the report has been postponed in de-
ference to priority of individual countries in this area and other
priority subjects.
THE POSITION OF THE US WITH RESPECT TO CHINA
The Secretary of Defense requested study by NSC on Jan. 15, 1948.
Jan. 20 the Department of State was requested to prepare a study
for NSC consideration. A study on short-term assistance to China
was submitted by the Department of State and a report drafted by
the Staff on March 8. It was amended by the Consultants and the
revision submitted to the NSC as NSC 6 on March 26. At its 9th
Meeting, April 2, 1948, the NSC agreed no action on this report
was necessary since it had been overtaken by events. The Depart-
ment of State is continuing preparation of a report on the over-
all position with respect to China as originally requested. Fur-
ther action deferred pending receipt of this report from State.

COORDINATION OF FOREIGN INFORMATION MEASURES
(Memo for NSC from theIxecutive'Secretary, same subject, dated

By memorandum approval as of May 25, 1948, the Council directed
the NSC Consultants to undertake a similar review and report in
approximately two months.
