THE POSITION OF THE US WITH RESPECT TO SOVIET-DIRECTED WORLD
COMMUNISM
(NSC 7)
Staff report submitted to the NSC as NSC 7 on March 31. Council
action deferred pending further study of this report by the Depart-
ment of State. Scheduled for discussion at 12th Meeting of NSC at
which time it was again deferred pending the receipt of a substi-
tute report which the Department of State is preparing.
THE INTERNAL SECURITY OF THE UNITED STATES
(Memo for NSC from Executive Secretary, same subject, dated
August 26, 1948, reference NSC 17/2)
At its 17th Meeting, August 5, the NSC approved the Conclusions of
NSC 17/1 and directed the Executive Secretary to submit appropriate
recommendations. The report of the Executive Secretary, NSC 17/2,
was considered by the Council on August 19, when the Council agreed
that consideration of subject be referred to SANACC and instructed
the Executive Secretary to prepare a draft memorandum covering
appropriate terms of reference. Draft directive submitted by
memorandum for NSC consideration. Approved by State and NSRB,
August 27. Awaiting action by Treasury, Defense, Army, Navy, Air
and Justice.
IMPLEMENTATION O NSC PAPERS

2, 1948)
Memorandum from Under Secretary of State requesting Council approv-
al of procedure for implementation of NSC papers recommended there-
in. Amendments submitted by NSRB, August 5; Defense, August 9;

TURKISH ARSENAL AID

At its 13th Meeting on June 17, 1948, the NSC directed the Staff to
prepare a report for Council consideration on the basis of comments
by the Department of the Army. Staff report submitted to the
Council August 17. Approved by State, August 23; by Navy, August
19; by Air, August 27; by NSRB, August 19. Awaiting action by
Defense and Army.

At its 12th Meeting, June 3, the NSC referred to the Staff this
subject to prepare comments and recommendations thereon for con-
sideration by the Council. The Staff interviewed two technical
consultants on this subject and prepared comments and recommenda-
tions which were presented to the Consultants on July 21. Con-
curred in byy the Consultants and presented to the Council on Aug-
ust 19, 1948 as an alternative to SANACC 398/4. Scheduled as item
2 of the agenda for the 19th NSC Meeting, Sept. 2, 1948.
US MILITARY POINT OF VIEW FOR THE EVENTUALITY OF UNITED NATIONS
DECISION TO INTRODUCE MILITARY FORCES INTO PALESTINE
N 27.
Report by the Secretary of Defense giving JCS views for Council
consideration. The Department of State will comment on these views
(NSC Action No. 96) at the 19th NSC Meeting, Se. 2. A status of
NSC Studies concerning the Near East (memo to NEC Sdated August 26)
to be reviewed in connection with this subject at the request of
the Secretary of Defense. Scheduled as item 4 on the agenda.

Study initiated by the NSC Staff on April 21, revised on May 14,
sent to Consultants on May 18. Changes suggested were incorporated
in a revision which was concurred in by the Consultants and sub-
mitted to the Council on August 26. Scheduled as item J. on the
agenda for the 19th NSC Meeting, Sept. 2, 1948.

Study initiated by the NSC Staff Feb. 10, 1948. First draft issued
April 5, 1948. After various revisions, draft presented to Con-
sultants April 27. Concurred in by Navy, April 28; by Army, May 7;
by Air, May 12. State action being deferred, pending related
developments.
US POLICY TOWARD JAPAN
SC 13)
Study of this subject submitted by the Department of State for the
information of the Council, distributed as NSC 13, June 2, 1948.
On the basis of this study and a report by the Army on "Limited
Military Armament for Japan" the Staff prepared a report for con-
sideration by the Council and submitted it to the Consultants, July
23, 1948. Recommendations on the subject of reparations are to be
submitted later. Basic paper concurred in by all Consultants ex-
cept Army. In addition, Army and NSRB propose inclusionjp of
reparations paragraph.
FRENCH NORTH AFRICA
NSC 12)
Study*of this subject submitted by the Under Secretary of State for
the information of the Council distributed as NSC 12, May 28 on
the basis of this study, the NBC Staff prepared a report on North-
west Africa for consideration by the Council, presenting it to the
Consultants for concurrence on June 21. Concurred in by Navy, July
6; by Air, July 7; by NSRB, July 12. State changes of August 4 and
Army change of July 6 incorporated in a revision submitted August 4
to the Navy, Air, and NSRB Consultants. Awaiting action by the
latter.

US POLICY TOWARD JAPAN
NSC 13
Staff continuing study-of Japanese reparations problem (para. 6 of
Section IV of draft report which was submitted to the NSC Con-
sultants, July 23). SOAP reply to a cable requesting his views is
being considered in this connection. Staff awaiting views of the
Department of State and Army.
POLICY ON ATOMIC WARFARE
At its 12th Meeting, June 3, 1948, the NSC directed the NSC Staff
to prepare a r.eport on the position of the United States with re-
spect to the initiation of atomic warfare in the event of war, in-
cluding consideration of the time and circumstances of employment,
and the type and character of targets against which it would be
employed. First draft, prepared by Air, circulated July 6, 1948
and concurred in by other Staff members, except Army who submitted
alternative suggestions. Redraft in preparation by Staff.
COORDINATION OF INFORMATION MEASURES
NSC 4, N 10 Series)
An amendment to NSC 4 with respect to planning responsibilities
for wartime implementation of NSC 4, in the light of Council action
on the NSC 10 Series, is being prepared by the Department of State
for consideration by the Staff.
POSSIBLE COURSES OF ACTION FOR THE US WITH RESPECT TO THE CRITICAL
SITUATION IN CHINA
NSC 22)
At its 17th Meeting the NSC referred NSC 22 and the comments of the
JCS thereon (NSC 22/1) to the Staff to prepare a report for Council
consideration in conjunction with the Staff's study of NSC 11, "US
Armed Forces at Tsingtao". State Department is drafting a report.

Memorandum on this subject submitted by the Secretary of Defense
for information of the Council, distributed as NSC 11, May 24.
Draft report prepared by Staff and presented to the Consultants
on June 11. Changes recommended by State, Army and Navy were con-
sidered by the Staff and a split report returned to the Consult-
ants on July 6. The Consultants recommendation that final action
be deferred until approximately Aug. 15, 1948 was approved by the
Countil at its 15th Meeting, July 15. At its :17th Meeting, August
5, the Council directed the Staff to consider this subject in con-
junction with its study of NSC 22, "Possible Courses of Action for
the US With Respect to the Critical Situation in China".
APPRAISAL OF THE DEGREE AND CHARACTER OF MILITARY PREPAREDNESS
REQUIRED BY THE-W R S UATION

Memorandum by the Secretary of Defense suggesting that the Depart-
ment of State draft an initial statement of the risks, objectives
and measures related to the national security for consideration by
the Council as a matter of highest priority. At its 17th Meeting,
August 5, the Council agreed that the Department of State would
prepare a report on the risks and objectives for Council considera-
tion. On the basis of the completed report, the NBC directed the
Staff to recommend specific measures to achieve the national securi-
ty objectives. Two draft studies, NBC 20/1 and NSC 20/2, submitted
by the Department of State are serving as a working basis for pre-
paration of a report by the Staff on the risks and objectives for
Council consideration.

6. DEFERRED PROJECTS
THE POSITION OF THE US WITH RESPECT TO FRANCE
Study initiated by the NSC Staff on Dec. 2, 1947. First draft
issued Mar. 18, 1948. After initial consideration by the Staff,
they agreed to defer further consideration at the request of the
Department of State.
NATIONAL SECURITY OBJECTIVES OF THE UNITED STATES
Study initiated by NSC Staff Dec. 2, 1947 as a long-term project.
First draft issued Feb. 25, 1948. Further consideration has been
deferred until after NSC action on NSC 7 and the NSC 20 Series.
THE POSITION OF THE US WITH RESPECT TO THE MEDITERRANEAN AND THE
NEAR EAST
On Dec. 12, 1947 the Consultants advised preparation of a report
on this area by the Staff. First draft issued Mar. 2, 1948.
Further consideration of the report has been postponed at the re-
quest of the Department of State, pending the outcome of current
developments in this area.
THE POSITION OF THE US WITH RESPECT TO CHINA
The Secretary of Defense requested study by NSC on Jan. 15, 1948.
Jan. 20.the Department of State was requested to prepare a study
for NSC consideration. A study on short-term assistance to China
was submitted by the Department of State and a report drafted by
the Staff on March 8. It was amended by the Consultants and the
revision submitted to the NSC as NSC 6 on March 26. At its 9th
Meeting, April 2, 1948, the NSC agreed no action on this report
was necessary since it had been overtaken by events. The Depart-
ment of State is continuing preparation of a report on the over-
all position with respect to China as originally requested. Fur-
ther action deferred pending receipt of this report from State.
