British gave them up and the possible cost to us. CIA Intelligence

UNITED STATES POLICY REGARDING TRADE WITH CHINA

A report by the Secretary of State, circ~.lc.ted to 'the CAUnc~l f'er
information, has been referred at the suggestion of the Secretary
of State to the NSC Staff for preparation, as a matter of urgent
priority, of a report for consideration by the Council. Also at
the suggestion of the Secretary of State, the views of the Depart-
ment of Commerce are being obtained in connection with the Staff
study, and the Secretary of Commerce will be invited to participate

for consideration in connection with the project. The reference
papers on "Measures Required to Achieve U. S. Objectives with

280 b) to the Staff for consideration in connection with this
project, Departmental studies of scope and nature of this project
underway, Staff members assisting in these studies as a preliminary
step.

to-Italy in the Light of the Communist-Participation in the Govern-

Pursuant to par. 28 of NSC 18/x+, approved by the President on Novem-
ber 18, Ig~+g, the Secretaries of State and Defense, the Acting
Chairman, NSRB, the Attorney General, and the Director of the Bureau
of the Budget designated representatives to assist in the preparation
of a study an the methods by which the United States can make avail-
able military assistance to meet emergency needs not provided for in
existing legislation, At a meeting of these representatives on
December 12, 1g~9, an outline for the study was agreed upon and
drafts of certain sections undertaken by State, Defense, and Justice,
The Director of Central Intelligence has prepared a~.estimate of
likely contingencies where military assistance may be requested
which is not provided for in existing legislation, together with an
analysis of problems in connection therewith peculiar to particular
foreign countries or areas.- Over-all draft report prepared by
Defense on the basis of the 3 section drafts by State, Defense, and
Justice, circulated February 1~, 1g50, and consj.dered together with.

vised draft report by State.

Memo on the above subject. (NSC 6~ by the Under Secretaries of State
and the Army submitted for consideration by the Council, the Secre-
taries of the Treasury and Commerce, and the Economic Cooperation
Administrator of the recommendation contained therein that a working
group by designated to give urgent attention to a. study looking to
closer coordination of economic and military aid programs generally
for Fair Eastern areas.. In accord. with this recommendation and with
the concurrence of the. President,: the Secretaries of State, Defense,
the Treasury, and Commerce,, and the Economic Cooperat~:on Administra-
tor designated the following. representatives as a working group
to prepare such a report for consideration by the Council, the.
Secretaries. of the Treasury and Commerce and the Economic Cooperation
Administrator;, State, Mr ., Rusk;. Defense., Mr .. Voorhees; Treasury,
Mr .. Martin; Commerce, Mr. Blaisdell; and ECA, Mr. Cleveland, At a
meeting on February 28 the. Working Group received several memos
from Mr. Voorhees an the subject and directed a Staff Committee
to prepare a draft report.. The Staff Committee hats met twice,
considered drafts by ECA and Budget, and is awaiting a further
redraft by Budget in the light of th? discussion at its last meeting.

reference memo, the NSC directed (NSC Action No. 282} the Central
Intelligence Agency, in collaboration with the government agencies
concerned, to organize and conduct a study of foreign economic
intelligence requirements, facilities and arrangements related to
the national security and, based on the findings of this study, to
prepare for Council consideration and action a comprehensive plan
for satisfying the foreign economic intelligenc? requirements of
the nt~.tional security and far a coordinated interagency ef~'ort to
this end bas?d on a definite allocation of responsibilities among

NATIONAL SECURITY OBJECTIVES OF THE UNITED STATES
Study initiated by NSC Staff December 2, 19+7 as a long-term pro-
ject. First draft issued February 25, 19+8. Further consideration
subsequently deferred until after NSC action on the NSC 20 and 35
Series. Awaiting completion of a study on this subject being pre-
pared by the Department of State as a long-term project.
