Referred to the Special Committee on East-West Trade, including a
representative of the Attorney' General for this project, by the
Senior Staff on November 8. In view of governmental action on the

shipping controls that would permit shipment of strategic materials
to the Soviet bloc; and proposals for appropriate measures, either
legislative or administrative, it such are required, designed to
strengthen these controls.

February 7 that the NSC 87 project be discontinued since the ques-

Accordingly, the Secretary of Defense was so informed and the pro-
ject has been discontinued.
