At the request of the Deputy Secretary of Defense, his memo-
randum and its attached report by the Joint Chiefs of Staff on
the subject were transmitted as NSC 137 for consideration by
the Council of the recommendations contained in the second and
third paragraphs of the memorandum at an early Council meeting.
A memorandum from the Under Secretary of State on the subject,
with its two appendices, has been subsequently transmitted to
the Council as NSC 137/1 for consideration by the NBC of the
recommmendations contained in paragraphs 3 and 4 of the memo,
together with Council consideration of NBC 137. The Senior
Staff reviewed the problems raised by NBC 137 and NSC 137/1
and submitted a report and. recommendations for consideration
by the NBC reference memorandum of February 5). These recom-
mendations paragraph 7 of the memo) are scheduled for con-
sideration as item 3.

The Council at its meeting on September 3, discussed NBC 135/1,
"Reappraisal of United States Objectives and Strategy for
National Security", and referred it to the Senior NBC Staff
for revision. A revised report was subsequently adopted by
the NBC on September 24, approved by the President on Septem-
ber 25, and issued as NBC 135/3. The Staff Study for NBC
135/3 is contained in the Annex to NSC 135/1.
The Council at its meeting on September 3, also noted that
the President directed the Secretaries of State and Defense
and the Director for Mutual Security jointly to undertake, in
consultation as appropriate with other departments and
agencies, the preparation of materials necessary for a re-
examination of the amounts and allocations of resources to
various areas in terms of kind, quantity, timing and priority,
to determine: (1) whether a general increase in the level of
free world programs and. military forces is required to deal
wit''a the several threats; (2) whether the present allocation
of resources as between U. S. military forces and other free
world forces is appropriate; (3) whether the present balance
between military assistance and the various types of economic
assistance is appropriate; and (4) whether these allocations
are in proper relationship to the threats facing the United
States in Europe, the Far East, and the Middle East, to the
importance of these areas for U. S. security, and to United

At the direction of the President, a memorandum to the Presi-
dent from the Secretaries of State and Defense and the
Director for Mutual Security, and its attached report on the
subject, submitted pursuant to NBC Action No. 668, was trans-
mitted as NSC 141 for the consideration of the NSC. Appen-
dices, which were of assistance to the Steering Committee in
reaching the conclusions contained in NSC 141, have been cir-
culated separately by the reference memo of January 23,
through members of the Senior NSC Staff as supplementary data
in connection with the re-examination.
The Council at its meeting on February 4, noted an oral re-
port by Mr. Cutler of the President's desire that the Council
initiate discussion of the basic over-all policies in NSC
20/k, NSC 68/2, NSC 135/3 and NSC 141 at its next meeting on
February 11, on the basis of summaries to be circulated.
(NSC Action No. 705-b.) The following documents have been
transmitted by the reference memo of February 6 as a basis
for discussion of the subject and NSC 20/4, NSC 68/2, NSC
135/3 and NSC 141: (a) a one-rage informal brief of basic
national security policies; (b) an informal condensation of
NSC 20/4, NSC 68/2, NSC 135/3 and NSC 141; and (c) some major
policy questions raised by a review of these basic national
security policies. The subject is scheduled for discussion
as item 5 on the basis of these documents and NSC 20/4
NBC 68/2, NBC 135/3 and NBC 141. (See also project on""Status

The Senior Staff at its meeting on January 29, agreed to pre-
pare recommendations for Council consideration on several ur-
gent and immediate policy questions, including the above
policy question, with Council guidance and after review and
reappraisal of existing policies.
The Senior Staff at its meeting on February 3, discussed the
subject and agreed that: (a) the reports on the Far East to
be prepared for Council consideration should consist of: (1)
an over-all report covering U.S. objectives, main lines of
policy and courses of action in the Far East, to replace
N30 43/5; (2) a series of separate reports as required cover-
ing in greater detail U.S. policy toward individual countries
in the Far East (see projects on Korea and Formosa below);
and (3) reports on special regional problems, in particular
a report on the development of regional collective security
arrangements in the Pacific; (b) The NSC Staff should under-
take preparation of these reports as follows: (1) an initial
draft of the over-all report, now in preparation in the De-
partment of State, should be circulated in time for initial
consideration b the Senior Staff at its meeting on Tuesday,
February 10; (2) draft reports on other Far Eastern subjects
now in preparation in the Department of State should be con-
sidered by the Senior Staff as soon as possible; and (3)
the Senior CIA Member should furnish the Senior Staff with a
check-list of existing and forthcoming national intelligence

Formosa (NSC 128); and (b) directed the NSC Staff, after
preliminary discussion by the Departments of State and Defense
and CIA, to prepare a report for Council consideration in the
light of a review of NSC 48/5, insofar as it pertains to United
States policy toward Formosa, the Chinese Nationalist Govern-
ment, and other anti-Communist Chinese forces and in the light
of the views of the Joint Chiefs of Staff contained in NSC
128.
The Senior Staff at its meeting on April 29 discussed the sub-
ject on the basis of the reference memo of April 24 reporting
the results of the preliminary discussions pursuant to NSC
Action No. 62k-b, and constituted the Steering Committee on
NSC 128, consisting of the Senior State, Defense, MS, JCS and
CIA Members, to prepare for Senior Staff consideration a draft
of the report called for by NSC Action No. 62k-b in the light
of the preliminary discussions.
The Senior Staff at its meeting on February 3, agreed that the
Staff Assistants, on the basis of the Defense-JCS draft trans-
mitted by the reference memo of January 30 and a State draft
to be circulated, should prepare a draft statement of policy
on Formosa for Senior Staff consideration on February 10. Pre-
liminary draft statement of policy on the subject, prepared
by the Staff Assistants on the basis of drafts made available
by the State, Defense and JCS Members of the NSC Staff, has
been transmitted by the reference memo of February 6 as a
basis for consideration of the subject by the Senior Staff.

February 3 agreed that at its meeting on February 10 the Senior
Staff should re-examine NSC 118/2, with particular reference to
paragraph 2-b of this policy. Awaiting re-examination of NSC
113/2 by the-Senior Staff at its meeting on February 10.

On September 6, 1950, the Senior Staff discussed NSC 79 and
designated an ad hoc group to draft a report to include (1)
a statement of war objectives in the event of global war, as
recommended by the JCS; and (2) such related questions as a
statement of the conditions that the U.S. would be willing to
accept for a peaceful settlement with the USSR and its satel-
lites. On February 23, 1951, the Senior NSC. Staff agreed
that the NBC 79 project on United States and allied war objec-

tives should be completed in two sections and that the section
on the above subject, including a plan for reduction and regu-
lation of armaments and armed forces, should be completed as a
matter of priority.
Report by the Secretaries of State and Defense in connection
with the plan referred to above, adopted by the Council (NSC
Action No. 511) and approved by the President as NSC 112. On
July 10; 1951, the Senior NSC Staff noted that NSC 112 was the
first step toward completion of this project and that further
work would proceed in the light of Council action on NSC 112.
The Senior Staff on January 29, agreed to prepare recommenda-
tions for Council consideration on several urgent and immediate
policy questions, including reconsideration of NSC 112, "The
United States Position With Respect to the Regulation, Limi-
tation and Balanced Reduction of Armed Forces and Armaments".
Report on "Armaments and American Policy", recently submitted
to the Secretary of State by the Department of State's Panel
of Consultants on Disarmament, has been transmitted by the
reference memo of February 4 for the information of the Senior
Staff in connection with this project. Awaiting considera-
tion of the "U.S. Position With Respect to the Regulation,
Limitation and Balanced Reduction of Armed Forces and Arma-
ments" by the Senior Staff, in the light of the report by the
De],jartment of State's Panel of Consultants. (See also Progress

NORTH AFRICA
The Senior Staff at its meeting on January 27, noted that the
preparation of an initial draft on this subject was continuing
in the Derartment of State. Awaiting draft report by State.

JCS memo (NSC 79) circulated for Council information and re-
ferred to the Staff for use in the preparation of a report.
?..? The Senior Staff designated an ad hoc group to draft a report
to include both a statement of war objectives in the event of
global war, and such related questions as a statement of the
conditions that the U.S. would be willing to accept for a
peaceful settlement with the USSR and its satellites. At the
initial meeting of the ad hoc group under the chairmanship of
the State Member on October 6, 1950, the form and content of
a response to the problems posed by NSC 79 were discussed and
agreed upon.
On February 23, 1951, the Senior Staff agreed that this pro-
ject should be divided as follows: (1) a statement of U.S.
and allied war objectives in the event of a global war; and
(2) a statement of the conditions the U.S. would be willing to
accept for a peaceful settlement with the USSR, including a
plan for the reduction and regulation of armaments and armed
forces.
At the request of the Senior State Member, a preliminary draft
report on the subject prepared pursuant to the agreements of
the Senior NSC Staff at its meetings on September 6, 1950 and
February 23, 1951, by the Policy Planning Staff of the Depart-
ment of State, has been transmitted for the information of the
Senior Defense, JCS and CIA Members of the Senior Staff and re-
ferred for study to an ad hoc committee designated by the
Senior State, Defense, JCS and CIA Members. Awaiting report by
the ad hoc committee referred to above.

The Senior NSC Staff at its meeting on November 27, 1951,
agreed that, in connection with but not necessarily as a
part of the Mediterranean and Middle East project (see
NBC 129/1 and NBC 136/1), the Department of Defense should
prepare a study of the cost of the military effort in terms
of feasibility, time and material, and the forces required
to ensure the continued availability of oil from the Bahrein-
Qatar-Saudi Arabia area, and the office of Defense Mobiliza-
tion should prepare a study of the economic cost in terms of
feasibility, time and material required to offset the loss of
oil from that area. Preliminary studies by Defense and 0DM
have been received by the Steering Committee on this project.
The Steering Committee on April 29 agreed that consideration
of this project should be deferred pending receipt of the
forthcoming report on the national etroleum program (see
NBC 97 project in Section 3-B below). Awaiting preparation of
the report on the national petroleum program.

A NATIONAL PETROLEUM PROGRAM
TN-SC 97 and NSC 97/2; Record of Meeting of Senior NSC Staff

At the direction of the President, a letter from the Acting
Secretary of Defense on the subject (NSC 97) was referred to
the Director of Defense Mobilization to develop a national
petroleum program leading to the complete supply of allied re-
quirements for consideration by the NSC. Interim report on the
subject (NSC 97/1), prepared by the NSC Staff based largely on
studies by ODM and PAD, was amended by the Council and submit-
ted to the President on December 12, 1951 (NSC Action No. 592).
The President on December 13 approved the Interim Recommenda-
tions contained in NSC 97/1, as amended, and directed their
implementation by all executive departments and agencies of
the U.S. Government under the coordination of the Director of
Defense Mobilization. Report as amended subsequently issued
as NSC 97/2.
Report by the Senior State Member on developments in foreign
countries in connection with planning for petroleum alloca-
tions and rationing was circulated for Senior Staff informa-
tion by the reference memo of July 24.
At the request of the Senior 0DM Member, a report on a world-
wide petroleum program to fuel a major war, prepared by PAD at
the request of the Director of Defense Mobilization (PAD Re-
port No. 435), was transmitted by the reference memo of Decem-
ber 22 for the information and use of the Senior Staff as the
basis for a re-examination of NSC 97/2. The Senior Staff at
its meeting on January 27, referred this project to the Staff
Assistants for preparation of a report for Senior Staff con-
sideration. Proposed working outline for review of NSC 97/2,
prepared by the ODM Adviser to the NSC Staff, was circulated
to the Staff Assistants on January 29. Awaiting preparation
of a draft report on the subject by ODM, Defense and JCS.

Memorandum by the Chairman, Interdepartmental Committee on
Internal Security, and its attached report by the ICTS on the
subject, were transmitted by the reference memo of June 5,
1951, for Council consideration of the "Recommendations" con-
tained in Part VII thereof and of the proposed National Secu-
rity Council Directive. Prior to Council action, at the
direction of the President, the views of the Director of
Central Intelligence were requested and transmitted by the
reference memo of July 17 for consideration by the Council
concurrently with the ICTS report. JCS views submitted by
the reference memo of July 30, 1951.
At its meeting on August 1, 1951, the Council agreed to the
four steps proposed by the JCS in paragraph 3 of the memo
transmitted by the reference memo of July 30, 1951, subject
to the assignment of paragraph 3-b to the Interdepartmental
Intelligence Conference. The Council also agreed that the
resulting reports should be integrated into a single report
to it under the coordination of the Director of Central
Intelligence with the assistance of representatives of the
appropriate departments and agencies. The Director of Central
Intelligence undertook to prepare a directive along these
lines for consideration by the Council. Directive on the
subject, prepared by the Director of Central Intelligence.
was approved on August 30, 1951 by the Council, the Secre-
tary of the Treasury, the Attorney General and the Director
of Defense Mobilization (NSC Action No. 543) and circulated
by the reference memo of August 30, 1951.
A memorandum from the Director of Central Intelligence on the
subject and its attached summary evaluation of the net capa-
bility of the USSR to injure the continental United States, pre-
pared pursuant to the NSC directive transmitted by the refer-
ence memo of August 30, 1951, were submitted to the Council by
the reference memo of October 21 for consideration of the
recommendations contained in paragraph 5 of the memorandum.
JCS views were submitted by the reference memo of November 25.

The Council, Mr. Murray for the Attorney General the Director
of Defense Mobilization and the Acting Federal Civil Defense
Administrator at the Council meeting on November 26: (a) re-
ceived the summary evaluation, "Net Capability of the USSR to
Injure the Continental United States" transmitted by the
reference memorandum of October 21 and amended by the reference
memorandum of November 25 on the same subject, as an initial
effort in response to the NSC directive issued by NSC Action
No. 543, and noted that it is characterized by a number of
limitations and inadequacies, including the fact that develop-
ments since the evaluation was prepared have rendered it in
part, out of date- (b) instructed the Director of Central In-
telligence, in collaboration with the JCS, the IIC, the ICIS,
and, as required, officials of other governmental bodies, to
prepare for early submission to the National Security Council,
terms of reference for a more adequate evaluation of the USSR's
net capability to inflict direct injury on the United States,
and recommendations for the machinery necessary to produce for
the National Security Council such a coordinated evaluation;
and (c) deferred action, pending further study, on the recom-
mendation in paragraph 5-,Q of the memorandum by the Director
of Central Intelligence enclosed with the reference memorandum
of October 21, as amended by the Director of Central Intelli-
gence and circulated at the meeting (NSC Action No. 687).
A draft directive prepared by the Director of Central Intelli-
gence pursuant to NSC Action 687-12 above (reference memo of
January 15) was concurred in by the Council, the Secretary of
the Treasury, the Deputy Attorney General and the Director of
Defense Mobilization by memorandum action as of January 16,
1953. The Acting Federal Civil Defense Administrator expressed
qualified disapproval of the directive. (NSC Action No. 699).
The President on January 19 approved the draft directive and
directed its implementation by all appropriate executive de-
partments and a encies. The directive as approved has been
issued as NSC NO.
Awaiting (a) summary evaluation of the USSR's net capability
to inflict direct injury on the United States to be submitted
by the Special Evaluation Subcommittee on or before May 15
pursuant to NSC 140, and (b) further consideration by the
Council of the recommendation of the DCI contained in paragraph
5-e of the memo of the DCI transmitted by the reference memo
of October 21, as amended.

tative on Internal Security on NSC 17/4 and NSC 17/6)
Memorandum by the Chairman, Interdepartmental Committee on In-
ternal Security (ICIS), enclosing a draft Presidential direc-
tive and a report and proposed regulations on the subject, were
transmitted by the reference memo of June 14, 1951, for consid-
eration by the Council, the Secretary of the Treasury, the
Attorney General, the Director of Defense Mobilization and the
Chairman, Atomic Energy Commission. Approved by ODM, June 19;
by Justice, June 21; by State, June 28; by Treasury, June 29;
by NSRB, July 2; by AEC, July 9.
The Acting Secretary of Defense on July 2, 1951, recommended
that the Council defer action on this memorandum until the
Standing Group of the NATO had an opportunity to examine the
proposed regulations. On July 11 the NSC agreed that further
consideration should be deferred, pending the outcome of the
NATO negotiations as recommended by the Acting Secretary of
Derfonse (NSC Action No. 507).
Memorandum from the Office of the Secretary of Defense and its
attached report on the present status of negotiations within
NATO were circulated by the reference memo of November 19, 1951,
for the information of the Council, the Secretary of the Trea-
sury, the Attorney General, the Director of Defense Mobiliza-
tion and the Chairman, Atomic Energy Commission. In accordance
with the proposal by the Department of Defense in the first
sentence of the memorandum, the draft Presidential directive
and related papers on the subject, transmitted by the reference
memo of June 1k, 1951, were referred back to the ICIS for re-
consideration in the light of this memorandum from the Depart-
ment of Defense. Awaiting report by the ICIS.
ORGANIZED EVACUATION OF CIVILIAN POPULATIONS IN CIVIL DEFENSE

ORGANIZED EVACUATION OF CIVILIAN POPULATIONS IN CIVIL DEFENSE

which incorporated changes accepted by the FCDA as a result
of discussion in the Senior NSC Staff, including those
changes contained in the reference memo, was transmitted
to the Council as NSC 131/1. Supporting staff study prepared
by the FCDA was also transmitted by the reference memo for
Council information. The Council at its meeting on June 18,
with the Federal Civil Defense Administrator participating,
discussed NSC 131 and NSC 131/1 and deferred action thereon
(NSC Action No. 651). Awaiting further study by the Federal
Civil Defense Administration in the light of the discussion
at the Council meeting.
STATUS OF UNITED STATES PROGRAMS FOR NATIONAL SECURITY AS OF

The President directed that the departments and agencies
responsible for the several national security programs pre-
pare for the information of the President and the National
Security Council reports on the status of these programs
as of the end of the calendar year in relation to our national
security objectives. These reports will serve to bring up
to date the status reports contained in NSC 135. Report by
PSB on the Psychological Program submitted January 21; report
by the IIC and the ICIS on Internal Security Program submit-
ted, February 3; reports by the FCDA on the Civil Defense Pro-
gram and by 0DM on the Mobilization Program submitted February
I; report by CIA (with the concurrence of IAC) on the Intel-
ligence Program submitted February 6; report by DMS on the
Mutual Security Program submitted February 9. Awaiting re-
ports on the Military and Stockpiling Programs from the Depart-
ment of Defense. (See-also "Review of Basic National Security
Policies" in Section 2-A above.)

programs called for by NSC Action No. 660 should be pre-
