The Council at its meeting on September 3, discussed NSC 135/1,
"Reappraisal of United States Objectives and Strategy for
National Security", and referred it to the Senior FSC Staff for
revision. A revised report was subsequently adopted by the
NSC on September 24 approved by the President on September 25,
and issued as NSC 135/3. The Staff Study for NSC 135/3 is
contained in the Annex to NSC 135/1.
The Council at its meeting on September 3 also noted that the
President directed the Secretaries of State and Defense and the
Director for Mutual Security jointly to undertake, in con-
sultation as appropriate with other departments and agencies
the preparation of materials necessary for a reexamination of
the amounts and allocations of resources to various areas in
terms of kind, quantity, timing and priority (NSC Action
No. 668).

At the direction of the President, a memorandum to the President
from the Secretaries of State and Defense and the Director for
Mutual Security, and its attached report on the subject, sub-
mitted pursuant to NSC Action No. 668, were transmitted as
NSC 141 for the consideration of the NSC. Appendices were
circulated separately by the reference memo of January 23,
through members of the Senior NSC Staff,
The Council on February 4 noted an oral report by IMdr. Cutler
of the President's desire that the Council initiate discussion
of the basic over-all policies in NSC 20/4: NSC 68/2, USC 135/3
and NSC 141 at its next meeting on the basis of summaries to be
circulated. The Council on February 11 discussed the subject
on the basis of documents transmitted by the reference memo of
February 6, and agreed to continue discussion at the next meet-
ing of the Council (NSC Action No. 712). Report on the "Status
of United States Programs for National Security as of Decem-
ber 31 1952", was transmitted to the Council as NSC 142 for
its information in connection with this basic policy review.
The Council at its meeting on February 18, discussed the sub-
ject on the basis of the documents transmitted by the reference
memos of February 6 and February 17, and in the light of an oral
briefing by the Director Bureau of the Budget (see reference
memo of February 18), and agreed to continue discussion at sub-
sequent meetings, including special meetings, of the Council.
The Council at its meeting on February 25: (a) discussed the
subject in the light of the reference memorandum on costs dated
February 24; (b) agreed that each department and agency should
review the figures on its program contained in the memorandum;
and (c) decided to establish an ad hoc committee of civilian
consultants to the I11ational Security Council to study and advise
the Council on basic national security policies and programs in
relation to their costs. (NSC Action No. 726,)
The Council on March 4: (a) agreed that the initial visit to
Washington of the Consultants for this subject should be chiefly
for briefing purposes, and they should then be asked to return
at a later date to give their reactions to the preliminary views
of the Council members when more fully developed; (b) noted a
statement by the Director, Bureau of the Budget, regarding the
assumptions underlying the budget outlook, and proposing the
assumptions as a basis for considering the security effects of
approaching a balanced budget in FY 1954 and achieviii a
balanced budget in FY 1955 (reference memo of March 5)9 and
(c) noted that the Department of Defense and the Office of the

Director for Mutual Security will submit to the Council by
March 17 statements as to (1) the revisions in their respective
programs which would be necessary to reduce them to the levels
indicated in paragraph b of the Councills action and (2) the
effects of these revisions in relation to currently approved
national security policies and objectives (NSC Action No. 730).
The Council at its meeting on Alarch 18 (a) noted and dis-
cussed the mutual security program on the basis of the memoran-
dum of the Director for Mutual Security distributed at the
meeting and summarized orally by the Director for Mutual
Security (subsequently revised and corrected and circulated to
the Council by the reference memo of March 20); (b) noted that
the Under Secretary of State expressed the support of the
Department of State for the presentation made by the Director
for Mutual Security; and (c) deferred further consideration of
the subject pending receipt of the Defense Department presenta-
tion at the next Council meeting (NSC Action No. 747). The
Council at this meeting also agreed that the Federal Civil
Defense Administrator should present to the Council members and
the Consultants, at their meeting on March 31, 1953 9 Ills
recommendations regarding the Federal Civil Defense program
(NSC Action No. 744-a). The Council at this meeting noted the
report by Air. Cutler that the President had directed the
Assistant to the President for Atomic Energy Matters to take
the lead in a coordinated evaluation, together with the Depart-
ment of Defense and the Atomic Energy Commission, of the
Atomic Energy Commission.prograin, with a view to appraising
the possibility of reductions in that program in the magnitude
of $300 million to $ 500 million in each of the Fiscal Years
1954 and 1955. (NSC Action No. 742).
A report by the Department of Defense on the military program,
prepared pursuant to 1-SC Action No. 730-c, which is to be
circulated if possible, prior to the Council meeting, is
scheduled lor discussion as item 2. The Director Bureau of
the Budget, is being invited to participate with the Council
in action on this item.

The Senior Staff at its meeting on January 29 agreed to pre-
pare recommendations for Council consideration on several
urgent and immediate policy questions, including this policy
question, with Council guidance and after review and reapprais-
al of existing policies.
The Senior Staff at its meeting on February 3, discussed the
subject and agreed that the reports on the Far East to be
prepared for Council consideration should consist of: (a) an
over-all report covering U.S. objectives, main lines of policy
and courses of action in the Far East, to replace NSC 48/5;
(b) a series of separate reports as required covering in
greater detail U.S. policy toward individual countries in the
Far East (see projects on Formosa, Korea and Southeast Asia
below); and (c) reports on special regional problems, in
particular a report on the development of regional collective
security arrangements in the Pacific.
Pursuant to the request of the Senior Staff, a check-list of
national intelligence estimates bearing on Far Eastern policy
has been circulated by the Deputy Director of Central Intel-
ligence/Intelligence for the information of the Senior Staff.
Draft statement of policy on the subject, as tentatively agreed
by the Senior Staff at meetings on February 26 and 27, has been
transmitted by the reference memo of March 2 for information of
the Senior Staff. Its submission to the Council is being
deferred pending Senior Staff review of U.S. policies relating
to Korea, Formosa and Southeast Asia (see below). Awaiting
preparation of a report on Korea (see below) and draft para-
graphs on Southeast Asia for inclusion in the Far East policy
statement (see Section 3-B below).

liminary discussion' by the Departments Of State and D+5fense and
CIA, to prepare a report for Council consideration in the light
of a_review of NSC F8/5 insofar as it pertains to United States
policy toward Formosa the Chines, Nationalist G verninent, and
other anti,-.Communist hinese forces and in the light of the
views of the Joint Chiefs of Staff contained in NSC 128.
The Senior Staff on April 29 discussed the subject on the
basis of the reference memo of April 24 reporting the results
of the preliminary discussions pursuant to NSC Action No. 624-b,
and constituted the Steering Committee on NSC 128, consisting
of Senior State, Defense, MS, JCS and CIA Members, to prepare
for Senior Staff consideration a draft of the report called
for by NSC Action No. 624-b in the light of the preliminary
di,cusseions,
Draft statement of policy on the subject, as tentatively agreed
on by the Senior Staff at its meeting on March 2, has been
transmitted by the reference memo of March 3 for the information
of the Senior Staff. Submission of this report to the Council
for its consideration is being deferred pending Senior Staff
review of U.S. policies relating to Korea and Southeast Asia
(see below). A staff study is in preparation by the Staff
Assistants (see same subject in Section 3-B below). The draft
statement of policy of March 3 is scheduled for further
discussion at the meeting of the Planning Board on March 23.
UNITED STATES OBJECTIVES AND COURSES OF ACTION IN KOREA

dated December 18, 1951; NIE-55; SE-20; SE-27; SE-37; NSC
Action No. 595)
The Council in adopting NSC 118/2, referred the alternative
versions of subparagraph 2-b-(6) to the Senior Staff for
review in the light of an analysis of the traffic in and out
of Communist China and the probable effectiveness of an
embargo or blockade (NSC Action No. 595-,A-(4)). The Senior
Staff on February 10 agreed to consider this subject further,
with particular reference to paragraph 2-b of NSC 118/2,
after completion of a paper on the subject being prepared
by the Joint Chiefs of Staff.
The Senior Staff at its meeting on March 16 discussed the
subject and: (a) agreed to prepare for Council consideration
not later than April 8, a brief report defining possible U.S.
courses of action in Korea and stating the advantages and

disadvantages of each course, along the lines of an outline
dated March 16, 1953 distributed at the meeting; (b) agreed
that the Senior State, Defense and JCS Members, as an initial
step, should prepare for early Senior Staff consideration a
draft staff study on possible U.S. courses of action in
Korea from which the brief report referred to in (a) above

The Senior Staff at its meeting on February 17 discussed the
subject in the light of forthcoming diplomatic negotiations,
and agreed that NSC 124/2 should be reviewed in connection
with the series of policy papers being prepared on specific
countries or areas in Asia.
The Planning Board on March 18 reviewed the policies in
NSC 124/2 and agreed that: (a) the Secretary of State should
be requested to make an oral presentation to the Council at
its March 25 meeting, on the U.S. position toward Southeast
Asia in the forthcoming talks with the French Ministers
(see item 4 of Council agenda in Section 2-A); (b) the
policies in NSC 124/2 should be reaffirmed, subject to certain
changes of emphasis in carrying out those policies; (c) the
Progress Report on the subject now in preparation by the
Department of State should cover developments subsequent to
the approval of NSC 124/2, indicating the need for these
changes in emphasis; and (d) the Board Assistants, on the
basis of a draft to be prepared by State and in the light of
DMS proposals, dated March 18 and distributed at the meeting,
should prepare for inclusion in the Far East policy statement
(reference Memo of March 2) draft paragraphs reaffirming
NSC 124/2 and reflecting the necessary changes of emphasis in
its implementation. Scheduled for further discussion at the
meeting of the Planning Board on March 24.

objectives should be completed in two sections and that the
section on the above subject, including a plan for reduction
and regulation of armaments and armed forces, should be

Report by the Secretaries of State and Defense in connection
with the plan referred to above, adopted by the Council and
approved by the-President as NSC 112 on July 19, 1951. On
July 10, 1951, the Senior NSC Staff noted that NSC 112 was
the first step toward completion of this project and that
further work would proceed in the light of Council action on
NSC 112.
The Senior Staff on January 29 agreed to prepare recommenda-
tions for Council consideration on several urgent and immedi-
ate policy questions, including reconsideration of NSC 112,
"The United States Position with Respect to the Regulation,
Limitation and Balanced Reduction of Armed Forces and
Armaments". Report on "Armaments and American Policy", recent-
ly submitted to the Secretary of State by the Department of
State Panel of Consultants on Disarmaments, was transmitted
by the reference memo of February 4 for the information of the
Senior Staff in connection with this project (see project
just below).
The Senior Staff on February 12, discussed the report on
"Armaments and American Policy" and agreed that NSC 112
should be reviewed by the Senior Staff in the light of the
Consultants report, with a view to the preparation of
recommendations on the subject for Council consideration. The
Council at its meeting on February 18 agreed to explore between
now and the next UN General Assembly meeting in September, the
possibility of a new U.S. proposal on disarmament (NSC Action

As requested by the Deputy Federal Civil Defense Administrator,
a draft Policy Memorandum by the Federal Civel Defense Adminis-
tration on the subject was transmitted as NSC 131 for considera-
tion by the NSC of the policy contained in paragraph III there-
of. A revised version of the draft Policy Memorandum by FCDA,
which incorporated changes accepted by the FCDA as a result
of discussion in the Senior NSC Staff, including those changes
contained in the reference memo, was transmitted to the Council
as NSC 131/1. Supporting staff,study prepared by the FCDA was
also transmitted by the reference memo for Council information.
The Council at its meeting on June 18, with the Federal Civil
Defense Administrator participating, discussed NSC 131 and
NSC 131/1 and deferred action thereon (NSC Action No. 651).
Awaiting further study by the Federal Civil Defense Administra-
tion in the light of the discussion at the Council meeting.

At the request of the Deputy Secretary of Defense, his memo-
randum and its attached report by the Joint Chiefs of Staff
on the subject were transmitted as NSC 137 for consideration
by the Council of the recommendations contained in the second
and third paragraphs of the memorandum at an early Council
meeting. A memorandum from the Under Secretary of State on the
subject, with its two appendices, was subsequently transmitted
to the Council as NSC 137/1 for consideration by the NSC of the
recommendations contained in paragraphs 3 and 4 of the memo,
together with Council consideration of NSC 137. The Senior
Staff reviewed the problems raised by NSC 137 and NSC 137/1
and submitted a report and recommendations for consideration
by the NSC (reference memorandum of February 5).

THE IMPACT OF NAL SECURITY
The Council at its meeting on February 11 agreed: (a) that
the Director of Central Intelligence should be requested to
prepare within sixty days a coordinated assessment of the
capabilities and probable intentions of the Soviet orbit for
electromagnetic warfare; (b) that the President's Committee on
International Information Activities should be requested to
transmit as soon as possible to the National Security Council
an evaluation, prepared in consultation with the Telecommunica-
tions Adviser to the President, cf the use of radio as a medium
for psychological operations, particularly: (1) its value in
relation to other media; (2) the effect of curtailment as
suggested by NSC 137; and (3) limitations placed upon the ex-
tent and flexibility of its use by such things as Soviet
counter-measures, international agreements adverse effect on
friendly nations, and difficulties caused io other U.S. radio
services; (c) that the question of technical policy in the use
of radio for the preservation of the national security, includ-
ing U.S. programs for effectuating such policy should be
referred to the Telecommunications Adviser to the President
for recommendations to be prepared in consultation with all
interested departments and agencies and the President's Commit-
tee on International Information Activities and to be sub-
mitted to the NSC at the earliest possible date.
In connection with this action, the Council also noted the
President's desire that the above studies should include
examination of (1) U.S. capability for retaliatory jamming
of Soviet communications, (2) desirability of continued U. S.
action in order to increase the burden upon the USSR of con-
ducting jamming activities, (3) effect on Soviet communications
intelligence activities of Soviet jamming of Western communica-
tions and (4) necessity for continued U.S. effort to find
technical means for countering Soviet jamming. (NSC Action

Awaiting report by the Director of Central Intelligence, the
President's Committee on International Information Activities
and the Telecommunications Adviser to the President, pursuant
to the above Council action.

The Council at its meeting on March 11 (a) discussed the refer-
ence report on the subject and agreed: (1) to refer the report to

the Consultants established by NSC Action No. 726-.c (see
project on "Review of Basic National Security Policies in
Section 2-A), to obtain their views regarding the proposals
set forth therein; (2) that pending receipt of such views,
no additional funds for a pilot plant should be authorized,
other than the approximately $3,000,000 presently included in
the Fiscal Years 1953 and 1954 budgets; and (3) that no sub-
sidy to private enterprise should be contemplated, at least
until further developmental work indicated the necessity
therefor; and (b) noted the President's desire that the Atomic
Energy Commission submit to him, in non-technical language,
those changes in the Atomic Energy Act which would appear
desirable at the present time, both for the development of
practical nuclear, power and for other purposes, so that these
changes may be considered by all interested departments and
agencies (NBC Action No. 733). Awaiting views of the Consul-
tants established by NSC Action No. 726-c.
