The Council at its meeting on March 11 (a) discussed the
reference report on the subject and agreed: (1) to refer the
report to the Consultants established by NSC Action No. 726-c
to obtain their views regarding the proposals set forth
therein; (2) that, pending receipt of such views, no addi-
tional funds for a pilot plant should be authorized, other
than the approximately $3,000,000 presently included in the
Fiscal Years 1953 and 1954 budgets; and (3) that no subsidy
to private enterprise should be contemplated, at least until
further developmental work indicated the necessity therefor;
and (b) noted the President's desire that the Atomic Energy
Commission submit to him, in non-technical language, those
changes in the Atomic Energy Act which would appear desirable
at the present time, both for the development of practical
nuclear power and for other purposes, so that these changes
may be considered by all interested departments and agencies
(NSC Action No. 733).
NSC 145 is scheduled for further consideration as item 1 in
the light of the views of the Consultants thereon. The
Director, Bureau of the Budget, and the Chairman, AEC, are
being invited to participate with the Council in action on
this report.
NATO AGREEMENTS AND PROTOCOL AND IMPLEMENTING LEGISLATION

At the direction of the President a memorandum from the Bureau
of the Budget on the subject was referred to the Council by the

The Council at its meeting on September 3, discussed NSC 135/1,
"Reappraisal of United States Objectives and Strategy for
National Security", and referred it to the Senior NSC Staff
for revision. A revised report was subsequently adopted by the
NSC on September 24, approved by the President on September
25, and issued as NSC 135/3 The Staff Study for NSC 135/3
is contained in the Annex to NSC 135/1.
The Council at its meeting on September 3, also noted that the
President directed the Secretaries of State and Defense and
the Director for Mutual Security jointly to undertake, in con-
sultation as appropriate with other departments and agencies,
the preparation of materials necessary for a reexamination of
the amounts and allocations of resources to various areas in
terms of kind, quantity, timing and priority (NSC Action
No. 668).
At the direction of the President, a memorandum to the Presi-
dent from the Secretaries of State and Defense and the Director
for Mutual Security, and its attached report on the subject,
submitted pursuant to NSC Action No. 668, were transmitted as
NSC 141 for the consideration of the NSC. Appendices were
circulated separately by the, reference memo of January 23,
through members of the Senior NSC Staff.
The Council on February 4 noted an oral report by Mr. Cutler
of the President's desire that the Council initiate discussion

of the basic over-all policies in NSC 20/4, NSC 68/2, NSC 135/3
and NSC 141 at its next meeting on the basis of summaries to
be circulated. The Council on February 11 discussed the sub-
ject on the basis of documents transmitted by the reference
memo of February 6, and agreed to continue discussion at the
next meeting of the Council (NSC Action No. 712). Report
on the "Status of United States Programs for National Security
as of December 31, 1952", was transmitted to the Council as
NSC 142 for its information in connection with this basic
policy review.
The Council at its meeting on February 18, discussed the sub-
ject on the basis of the documents transmitted by the refer-
ence memos of February 6 and February 17, and in the light of
an oral briefing by the Director, Bureau of the Budget (see
reference memo of February 18), and agreed to continue discus-
sion at subsequent meetings, including special meetings, of
the Council.
The Council at its meeting on February 25: (a) discussed the
subject in the light of the reference memorandum on costs
dated February 24; (b) agreed that each department and agency
should review the figures on its program contained in the
memorandum; and (c) decided to establish an ad hoc committee
of civilian consultants to the National Security Council to
study and advise the Council on basic national security poli-
cies and programs in relation to their costs. (NSC Action
No. 726.)
The Council on March 4: (a) agreed that the initial visit to
Washington of the Consultants for this subject should be
chiefly for briefing purposes, and they should then be asked
to return at a later date to give their reactions to the pre-
liminary views of the Council members when more fully deve-
loped; (b) noted a statement by the Director, Bureau of the
Budget, regarding the assumptions underlying the budget out-
look, and proposing the assumptions as a basis for considering
the security effects of approaching a balanced budget in FY
1954 and achieving a balanced budget in FY 1955 (reference
memo of March 5); and (c) noted that the Department of Defense
and the Office of the Director for Mutual Security will submit
to the Council by March 17 statements as to (1) the revisions
in their respective programs which would be necessary to re-
duce them to the levels indicated in paragraph b of the
Council's action, and (2) the effects of these revisions in
relation to currently approved national security policies and
objectives (NSC Action No. 730).

REVIEW OF BASIC NATIONAL SECURITY POLICIESigmiLla)
The Council at its meeting on March 18: (a) noted and dis-
cussed the mutual security program on the basis of the memo-
randum of the Director for Mutual Security distributed at
the meeting and summarized orally by the Director for Mutual
Security (subsequently revised and corrected and circulated to
the Council by the reference memo of March 20); (b) noted
that the Under Secretary of State expressed the support of the
Department of State for the presentation made by the Director
for Mutual Security; and (c) deferred further consideration of
the subject pending receipt of the Defense Department presen-
tation at the next Council meeting (NSC Action No. 747). The
Council at this meeting also agreed that the Federal Civil
Defense Pdministrator should present to the Council members
and the Consultants, at their meeting on March 31, 1953, his
recommendations regarding the Federal Civil Defense program
(NSC Action No. 744-a). The Council at this meeting noted
the report by Mr. Cutler that the President had direcled the
Assistant to the President for Atomic Energy Matters to take
the lead in a coordinated evaluation, together with the De-
partment of Defense and the Atomic Energy Commission, of the
Atomic Energy Commission program, with a view to appraising
the possibility of reductions in that program in the magni-
tude of $300 million to $500 million in each of the Fiscal
Years 1954 and 1955. (NSC Action No. 742).
The Council at its meeting on March 25: (a) noted and dis-
cussed the reference memoranda of March 24 in the light of
briefings on the Army Program, by General Collins; the Navy
Program, by Admiral Fechteler; the Marine Corps Program, by
General Shepherd; the Air Force Program, by General Vanden-
berg; the Joint Chiefs of Staff comments on the Military and
Mutual Security Programs, by General Bradley; and approximate
costs of equippg and maintaining U.S. and Foreign Infantry
Divisions, by Assistant Secretary Frank Nash; and (b) noted
the President's desire that the Secretary of Defense make a
tentative estimate of the savings that might be made in the
military program by reducing overhead and duplication. A
summary of the report by the Director for Mutual Security,
transmitted by the reference memo of March 20, is being cir-
culated by the reference memo of March 30 for Council infor-
mation.
Scheduled for further discussion as item 4 in the light of
the Council's discussion with the Consultants at their meeting
on March 31.

The Council on April 2 (NSC Action No. 624): (a) discussed
the reference report by the Acting Secretary of Defense on
Formosa (NSC 128); and (b) directed the NSC Staff, after pre-
liminary discussion by the Departments of State and Defense
and CIA, to prepare a report for Council consideration in the
light of a review of NSC 48/5, insofar as it pertains to
United States policy toward Formosa, the Chinese Nationalist
Government, and other anti-Communist Chinese forces and in
the light of the views of the Joint Chiefs of Staff contained
in NSC 128.
Draft statement of policy on the subject, prepared by the
NSC Planning Board is being submitted as NSC 146 for con-
sideration by the Council at its meeting on April 8. A
Financial Appendix is enclosed with NSC 146 for Council in-
formation. An NSC staff study is being circulated separately
as the Annex to NSC 146. The Planning Board will submit for
concurrent consideration by the Council on April 8, a general
policy statement on the Far East and individual policy state-
ments on Korea and Japan (see Section 3-A below). Awaiting
preparation of policy statements on the Fel, East Korea and
Japan and consideration of all four reports at the Council
meeting on April 8,

UNITED STATES POLICIES IN THE FAR EAST

The Senior Staff at its meeting on January 29 agreed to pre-
pare recommendations for Council consideration on several
urgent and Immediate policy questions, including this policy
question, with Council guidance and after review and reapprai-
sal of existing policies.
The Senior Staff at its meeting on February 3, discussed the
subject and agreed that the reports on the Far East to be
prepared for Council consideration should consist of: (a) an
over-all report covering U.S. objectives, main lines of policy
and courses of action in the Far East, to replace NSC 48/5;
(b) a series of separate reports as required covering in
greater detail U.S policy toward individual countries in the
Far East (see projects on Formosa, Korea and Southeast Asia
below); and (c) reports on special regional problems, in
particular a report on the development of regional collective
security arrangements in the Pacific.
Pursuant to the request of the Senior Staff, a check-list of
national intelligence estimates bearing on Far Eastern policy
has been circulated by the Deputy Director of Central Intel-
ligence/Intelligence for the information of the Senior Staff.
Draft statement of policy on the subject, as tentatively agreed
by the Senior Staff at meetings on February 26 and 27, has
been transmitted by the reference memo of March 2 for infor-
mation of the Senior Staff. Its submission to the Council is
being deferred pending Senior Staff review of U.S. policies
relating to Korea, Formosa (see Section 2-B above) and South-
east Asia,
The Planning Board. on March 20 discussed the form and content
of the over-all paper on the Far East and agreed that final
review of this paper should await completion of the country
papers relating to the area. Financial Appendix on economic
and military programs in Southeast Asia, prepared by the
Treasury and DMS Board. Assistants, has been transmitted by

policy on the Far East of March 2.
Awaiting preparation of a report on Korea and draft para-
graphs on Southeast Asia for inclusion in the Far East policy
statement (see below and Section 3-8).
UNITED STATES OBJECTIVES AND COURSES OF ACTION IN KOREA
(NSC 118/2; Memo for NSC from Executive Secretary, same sub-
ject, dated December 18, 1951; Memos for NSC Planning Board
from Executive Secretary, same subject, dated March 23, 25 and
26, 1953; NIE-55; SE-20; SE-27; SE-37; NSC Action No. 595)
The Council in adopting NSC 118/2, referred the alternative
versions of subparagraph 2-b-(6) to the Senior Staff for
review in the light of an analysis of the traffic in and out
of Communist China and the probable effectiveness of an
embargo or blockade (NSC Pction No. 595-a-(4)). The Senior
Staff on February 10 agreed to consider this subject further,
with particular reference to paragraph 2-b of NSC 118/2,
after completion of a paper on the subject being prepared
by the Joint Chiefs of Staff.
The Senior Staff at its meeting on March 16 discussed the
subject and: (a) agreed to prepare for Council consideration
not later than April 8, a brief report defining possible U.S.
courses of action in Korea and stating the advantages and
disadvantages of each course, along the lines of an outline
dated March 16, 1953 distributed at the meeting; (b) agreed
that the Senior State, Defense and JCS Members, as an initial
step, should prepare for early Senior Staff consideration a
draft staff study on possible U.S. courses of action in
Korea from which the brief report referred to in (a) above
could be drafted.
Draft staff study on the subject, prepared by a drafting group
under the direction of the State, Defense and JCS Planning
Board members, was transmitted by the reference memos of
March 23 and 25. The Planning Board on March 25 considered
and amended a 'Possible Restatement of Alternative U.S.
Courses of Action in Korea", dated March 25, and agreed to
review this restatement, As tentatively agreed on (reference
memo of March 26), at the next meeting in connection with
consideration of the staff study on the subject.

The Planning Board at its meeting on March 27, agreed on a
revised statement of the alternative courses of action and
directed. the Board Assistants to revise the staff study. Re-
vised statement of alternative courses of action is being
circulated to the Planning Board.
UNITED STATES OBJECTIVES AND COURSES OF ACTION WITH RESPECT
TO SOUTHEAST ASIA
(NSC 124/2; Memo for Senior NSC Staff from Executive Secretary,
subject, "United States Policies in the Far East", dated
March 2, 1953; NSC Action No. 749-a; Memo for NSC Planning
Board from Executive Secretary, same subject, dated March 24,
1953)
The Senior Staff at its meeting on February 17 discussed the
subject in the light of forthcoming diplomatic negotiations,
and agreed that NSC 124/2 should be reviewed in connection
with the series of policy papers being prepared on specific
countries or areas in Asia.
The Planning Board on March 18 reviewed the policies in
NSC 124/2 and agreed that: (a) the Secretary of State should
be requested to make an oral presentation to the Council at
its March 25 meeting, on the U.S. position toward Southeast
Asia in the forthcoming talks with the French Ministers;
(b) the policies in NSC 124/2 should be reaffirmed, subject to
certain changes of emphasis in carrying out those policies;
(c) the Progress Report on the subject now in preparation by
the Department of State should cover developments subsequent
to the approval of NSC 124/2, indicating the need for these
changes in emphasis; and (d) the Board Assistants, on the
basis of a draft to be prepared by State and in the light of
DMS proposals, dated March 18 and distributed at the meeting,
should prepare for inclusion in the Far East policy statement
(reference Memo of March 2) draft paragraphs reaffirming
NSC 124/2 and reflecting the necessary changes of emphasis in
its implementation.
The Planning Board on March 23 discussed the position of the

On September 6, 1950, the Senior Staff discussed NSC 79 and
designated an ad hoc group to draft a report to include (1)
a statement of war objectives in the event of global war, as
recommended by the JCS; and (2) such related questions as a
statement of the conditions that the U.S. would be willing to
accept for a peaceful settlement with the USSR and its satel-
lites. On February 23, 1951, the Senior NBC Staff agreed
that the NBC 79 project on United States and allied war ob-
jectives should be completed in two sections and that the
section on the above subject, including a plan for reduction
and regulation of armaments and armed forces, should be com-
pleted as a matter of priority.
Report by the Secretaries of State and Defense in connection
with the plan referred to above, adopted by the Council and
approved by the President as NSC 112 on July 19, 1951. On
July 10, 1951, the Senior NBC Staff noted that NSC 112 was
the first step toward completion of this project and that
further work would proceed in the light of Council action on
NBC 112.
The Senior Staff on January 29 agreed to prepare recommenda-
tions for Council consideration on several urgent and imme-
diate policy questions, including reconsideration of NBC 112,
"The United. States Position with Respect to the Regulation,
Limitation and Balanced Reduction of Armed Forces and. Arma-
ments". Report on "Armaments and American Policy", recently
submitted to the Secretary of State by the Department of State
Panel of Consultants on Disarmaments, was transmitted by the
reference memo of February 4 for the information of the Senior
Staff in connection with this project (see project just below).
The Senior Staff on February 12, discussed the report on "Arma-
ments and American Policy" and agreed that NSC 112 should be
reviewed by the Senior Staff in the light of the Consultants

ARMAMENTS AND AMERICAN POLICY

Report on the subject submitted to the Secretary of State by
the Department of State Panel of Consultants on Disarmaments
was transmitted by the reference memo of February 4. The
Council on February 25 discussed the recommendations of the
Department of State Panel of Consultants on Disarmaments con-
tained in this report, and referred the report to the Senior
Staff, directing it, with the assistance of Dr Vannevar
Bush, one of the Panel, to report back to the Council on pos-
sible means of carrying out the recommendations (NSC Action
No. 725).
The Senior Staff on March 2 discussed procedure for preparing
the report called for by NSC Action No. 725-b and constituted
an ad hoc committee, composed of State, Defense AEC, CIA
and PSB representatives (with Civil Defense participation as
required), to consult Dr. Bush and prepare an initial draft
report for consideration by the senior Staff with the parti-
cipation of Dr. Bush. The Senior Staff was advised by the
reference memorandum of March 12 of the membership of this
ad hoc committee.
The Senior Staff at its meeting on March 16 with Dr. Bush and
the ad hoc committee participating discussed preparation of
the report on the subject called for by NSC Action No. 725
and agreed that the Ad Hoc Committee on Armaments and American
Policy with the assistance of Dr. Bush, should: (a) prepare
an interim draft report for consideration by the Senior Staff
on April 1, with emphasis on possible means of carrying out
Recommendation 1 contained in the report of the Department of
State Panel of Consultants on Disarmament; and (b) subse-
quently prepare a more comprehensive draft of the report callei
for by NSC Action No. 725 for consideration by the Senior

world-wide petroleum program to fuel a major war, prepared
by PAD at the request of the Director of Defense Mobilization
(PAD Report No. 435), was transmitted by the reference memo

bility, time and material, and the forces required to ensure
the continued availability of oil from the Bahrein-Qatar-
Saudi Arabia area, and the Office of Defense Mobilization
should prepare a study of the economic cost in terms of
feasibility, time and material required to offset the loss
of oil from that area. Preliminary studies by Defense and
ODM have been received by the Steering Committee on this
project. The Steering Committee on April 29 agreed that con-
sideration of this project should be deferred pending receipt
of the forthcoming report on the national petroleum program.

the subject and its attached summary evaluation of the net
capability of the USSR to injure the continental United States,
prepared pursuant to the NSC directive transmitted by the
reference memo of August 30, 1951, were submitted to the
Council by the reference memo of October 21 for consideration
of the recommendations contained in paragraph 5 of the memo-
randum. JCS views were submitted by the reference memo of
November 25.
The Council, Mr. Murray for the Attorney General, the Director
of Defense Mobilization and the Acting Federal Civil Defense
Administrator at the Council meeting on November 26: (a) re-

November 25 on the subject, as an initial effort in response
to the NSC directive issued by NSC Action No. 543, and noted
that it is characterized by a number of limitations and
Inadequacies; (b) instructed the Director of Central Intelli-
gence, in collaboration with the JCS, the IIC, the 1013, and,
as required, officials of other governmental bodies, to pre-
pare for early submission to the National Security Council,
terms of reference for a more adequate evaluation of the
USSR's net capability to inflict direct injury on the United
States, and recommendations for the machinery necessary to
produce for the NSC such a coordinated evaluation; and (c) de-
ferred action, pending further study, on the recommendation
in paragraph 5-c of the memorandum by the Director of Central
Intelligence enclosed with the reference memo of October 21,
as amended by the Director of Central Intelligence and cir-
culated at the meeting (NSC Action No. 687).
A directive prepared by the Director of Central Intelligence
pursuant to NSC Action No. 687-b above was concurred in by
the Council on January 16 (NSC Action No. 699); approved by
the President on January 19 and issued as NSC 140.
Awaiting (a) summary evaluation of the USSR's net capability
to inflict direct injury on the United States, to be submitted
by the Special Evaluation Subcommittee on or before May 15
pursuant to NSC 140, and (b) further consideration by the
Council of the recommendation of the DCI contained in para-
graph 5-c of the memo of the DCI transmitted by the reference
memo of October 21, as amended.
PROPOSAL FOR A VOLUNTEER FREEDOM CORPS

Memorandum by the President on the subject was transmitted to
the NSC as NSC 143. Paper on the subject, submitted to the

Council in connection with its consideration of NSC 143. The
Council on February 25 approved in principle the proposal in
NSC 143, but agreed that all aspects of the proposal should

ORGANIZED EVACUATION OF CIVILIAN POPULATIONS IN CIVIL DEFENSE
(NSC Action No, 651; NSC 231 and NSC 231/1; Memo for NSC from
Executive Secretary, same subject, dated June 9, 1952)
As requested by the Deputy Federal Civil Defense Administrator,
a draft Policy Memorandum by the Federal Civil Defense Adminis-
tration on the subject was transmitted as NSC 131 for considera-
tion by the NSC of the policy contained in paragraph III there-
of. A revised version of the draft Policy Memorandum by FCDA,
which incorporated changes accepted by the FCDA as a result of
discussion in the Senior NSC Staff, including those changes
contained in the reference memo, was transmitted to the Council
as NSC 131/1. Supporting staff study prepared by the FCDA was
also transmitted by the reference memo for Council information.
The Council at its meeting on June 18, with the Federal Civil
Defense Administrator participating, discussed NSC 131 and
NSC 131/1 and deferred action thereon (NSC Action No. 651).
Awaiting further study by the Federal Civil Defense Administra-
tion in the light of the discussion at the Council meeting.

At the request of the Deputy Secretary of Defense, his memo-
randum and its attached report by the Joint Chiefs of Staff
on the subject were transmitted as NSC 137 for consideration
by the Council of the recommendations contained in the second
and third paragraphs of the memorandum at an early Council
meeting. A memorandum from the Under Secretary of State on
the subject, with its two appendices, was subsequently trans-
mitted to the Council as NSC 137/1 for consideration by the NSC
of the recommendations contained in paragraphs 3 and 4 of the
memo, together with Council consideration of NSC 137. The
Senior Staff reviewed the problems raised by NBC 137 and NSC
137/1 and submitted a report and recommendations for considera-
tion by the NBC (reference memorandum of February 5).
The Council at its meeting on February 11, agreed: (a) that
the Director of Central Intelligence should be requested to
prepare within sixty days a coordinated assessment of the capa-
bilities and probable intentions of the Soviet orbit for elec-
tromagnetic warfare; (b) that the President's Committee on
International Information Activities should be requested to
transmit as soon as possible to the National Security Council
an evaluation, prepared in consultation with the Telecommuni-
cations Adviser to the President, of the use of radio as a
medium for psychological operations, particularly: (1) its
value in relation to other media; (2) the effect of curtailment
as suggested by NSC 137; and (3) limitations placed upon the
extent and flexibility of its use by such things as Soviet
counter-measures, international agreements, adverse effect on
friendly nations, and difficulties caused to other U.S. radio
services; (c) that the question of technical policy in the use
of radio for the preservation of the national security, includ-
ing U.S. programs for effectuating such policy, should be re-
ferred to the Telecommunications Adviser to the President for
recommendations to be prepared in consultation with all inter-
ested departments and agencies and the President's Committee on
International Information Activities, and to be submitted to
the NBC at the earliest possible date.
In connection with this action, the Council also noted the
President's desire that the above studies should include exami-
nation of (1) U.S. capability for retaliatory jamming of Soviet
communications, (2) desirability of continued U.S. action in
