Conference is scheduled to be noted at the Council

REAPPRAISAL OF THE MILITARY EF ACT OF A RELAXATION OF

directing it, with the assistance of Dr. Vannevar Bush,
to report back to the Council on possible means of carry-

Current Status: Awaiting a report by the Ad Hoc Com-
mittee consisting of representatives of State, Defense,
JCS, CIA, and PAD which was constituted by the Plan-
ning Board on November 5 to re-examine the need for a
U. S. policy on the subject. Tentatively scheduled for
December 14.

as approved by the President on November 24, 1953
(reference memo of November 24) state that the following
elements of the continental defense program contained
in NSC 159/4 require further consideration before
action by the Council: (1) Additional protective
measures at selected industrial and governmental
facilities of a highly critical nature; (2) Additional
selective counterintelligence coverage by the FBI of
Soviet bloc diplomatic representatives in the United
States whose activities are suspected to extend beyond
the scope of their normal diplomatic assignments. The
Council on November 23 also agreed (3) that a thorough
study should be made as to the comparative advantage
to the United States and the USSR which would result
from an international agreement restricting the use of
the diplomatic pouch solely to the transmittal of
documents (NSC Action No. 966-h).

the program referred to in (1) above, with cost esti-
mates; (b) development by Justice of the program re-
ferred to in (2) above, with cost estimates (tentatively
scheduled for Planning Board consideration on

of State, Treasury, Defense, Justice and CIA) of a
study pursuant to (3) above.

FOA; and the Chairman, AFC to submit to the Council
at its meeting on October ,9 interim reports of
estimated FY 1955 expenditures for their respective
programs, to the extent that they had 'd-.cr. been reviewed
and coordinated within each agency in the light of the
Council's discussion (NSC Action No.-930).
Current Status: Awaiting final consideration of the
subject at the Council meeting on December 15 based
upon a report by the Secretary of Defense pursuant to

NSC i 9/4 as a guide to the respective departments and
agencies in implementing their programs during FY 1954
and in developing their programs for future years,
subject to .(1).On December 15, a more precise defin-
ition by the Department of Defense of certain programs
and their phasing, and the indentification of the por-
tion of Defense Department effort and costs related to
such defined programs; and (2) Before December 15,
determination by the Council of the manner of financing
the recommended integrated programs for continental
defense in FY 1951+ and future years, in proper relation
to the over-all budget and taking into account FY 1955
budget submission by the departments and agencies (Note:
Thee dates in (1) and (2) above were changed from
November 15 and December 1 respectively by NSC 4',ction
Nos. 946 and 966).
Current Status: Awaiting (a) a report on December 15
Ty the Department of Defense pursuant to (1) above
in conjunction with its FY 1955 budget presentation
(see project just above);(b) by December 15 a deter-
mination by the Council of the manner of financing the
recoriummended integrated programs for continental defense
pursuant to (2) above; and (c) an estimate by the JCS
of a reasonable patrolling program for the seaward
extension of the Southern Canadian early warning system,
pursuant to NSC Action No. 966-f.

Origin: On November 5, 1953 the Council adopted the
statement of policy contained in NSC 146/2 and agreed
that subparagraph 12-a thereof would be subject to
review in the light of recommendations by the Department
of Defense regarding Chinese Nationalist force levels
and the rate of military assistance to be provided the
Chinese National Government beyond Fiscal Year 1954,
(see footnote to paragraph 12-a).
Current Status: Awaiting recommendations from the
Secretary of Defense. Tentatively scheduled for Council
consideration December 23.

6. U. S. CONTROLS ON TRANSACTIONS WITH COMMUNIST CHINA

RISC 17/1
Orrin: On November 5, in connection with its adoption
of NSC 166/1, the Council agreed that the Economic
Defense Advisory Committee should review, in the light
of the discussion at that meeting, current policy in
NSC 152/3 with respect to U. S. controls on transactions
with Communist China, and report to the Council the
results of such review.
Current Status: Awaiting a report by the Economic
Defense Advisory Committee. Tentatively scheduled
for Council consideration January 7. See also related
project in Section II above.
7. A TATIONIL PETROLEUM PROGRAM
Ref: Council - NSC 97/6
Ori Fin: Paragraph 11-a of NSC 97/6 calls for a review
by tk e Council not later than December 31 of the goal
of a tanker reserve of 175-T-2 equivalent laid-up
tankers; and paragraph 16-c calls for a report by
January 1, 1954 to the Council on progress with respect
to the development of a program for construction by
private industry of two pipelines for crude oil
transportation in wartime.
Current Status: Awaiting (a) a review by the Council
not later than December 31 pursuant to paragraph 11-a
of NSC 97/6 and (b) a progress report by 0DM by Jan-
uary 1 pursuant to paragraph 16-c of NSC 97/6. Tenta-
tively scheduled for Council consideration January 14.

Origins By the Council action of July 11 on the sub-
ject transmitted by the reference memo of July 14 the
Director of ODM was designated as coordinating au-
thority to prepare a Progress Report for submission to
the Council or the Planning Board by January 1 as to
the recommendation contained in para.graph 3 of the
action with respect to the "Advancer" project (sub-
sequently incorportated in NSC 169 as paragraph 3).
By I SC Action No. 934,,=i of October 22 the Director of
ODM was directed to report to the Council, in con-
nection with his January report such informaticcn as
May then be available as a basis fur decision on the
subject of expanding or discontinuing U. S. high-
frequency psychological broadcasting.
Current Status: Awaiting report by the Director of
ODI by January 1 pursuant to the above Council ac-
tions. Tentatively scheduled for Council considera-

should r ecor.mend for Council consideration a policy
on the civil administration of those Ryukyu Islands
remaining under U. S. jurisdiction, which would re-
duce U. S. responsibility for such civil administra-

Department of Justice, with the assistance of the IIC

adopted the recommendations contained in paragraphs 7-b
and 8 of NSC 112/1 and agreed to recommend to the
President that the Secretaries of State and Defense and
the Chairman of the Atomic Energy Commission be ap-
pointed a special committee to review, as a matter of
urgency, the current policy contained in NSC 112, with
particular reference to the international control of
atomic energy, and to report back to the Council their
findings and recommendations. (NSC Action No. 899)
Current Status: Awaiting pursuant to NSC Action
No. 959-a the results of the study by the Secretaries
of State and Defense of the tentative proposals by the
Chairman, AEC.

(a) The proposed anti-trust proceedings should be post-
poned, without prejudice to the Government for one
year, and (b) The Attorney General should be directed
to negotiate with the company, as a matter of urgency,
for the elimination of practices deemed to be incon-
sistent with U. S. anti-trust laws, reporting back to
the NSC on the results of the negotiations (NSC Action
No. 805).
