Journal - Office of Legislative Counsel Page 2 Thursday - 28 April 1977 Voorst, on the staff of Senator Dick Clark (D., Iowa), who requested ay briefing on a number of matters with respect to arms control and SALT. Senator Clark is trying to develop background on these matters and asked for as technical a briefing as could be provided on the BACKFIRE bomber, cruise missiles, etc. Senator Clark would like the briefing on 3 May at 5:30 p.m. . There are some problems with the briefing which I will try to work out. 25X1 25X1 the staff of the House Ways and Means Committee. She said there was no action planned for the repeal of section 912 of the Tax Reform Act. It may come up in the tax hearings scheduled for the fall- r ~r formed 0 10. 1 LEGISLATION Hilda Schreiber, OMB, called and said that the full House Post Office and Civil Service Committee had approved a Hatch Act bill with "some kind of national security employee exemption." She did not have the precise language and said she would give it to me as soon as she could. Apparently, it would permit the Civil Service Commission to adopt regulations upon the recommendation of the various agency heads as to which employees should remain covered by Hatch Act restrictions. 11. I I LIAISON I left word for Gerald Decker, Senate Fol rmnarions Subcommittee on Foreign Assistance staffer, that we had sent a copy of the classified version of the "National Basic Intelligence Factbook" this morning to Norvill Jones, Staff Chief, of the Committee, and asked if Decker would refer to Jones to look at the book. Decker had requested .a chance to do this several days ago. I LIAISON Called Sam Hoskinson, NSC, and alerted him to our letter to Chairman John Sparkman, Senate Foreign Relations Committee, regarding his request for declassification of the 1961 transcript of the hearing which then Secretary of State Dean Rusk testified on a number of classified matters with respect to Latin America, and told Hoskinson that the NSC was mentioned in a number of places and we had suggested in our letter that Chairman Sparkman might wish to refer the transcript to the NSC prior to its release.
