(Unclassified - HMS) LIAISON Sent a copy of the Agency publication "The International Energy Situation: Outlook to 1985" to Suzanne Meeker, of Representative Bud Shuster's (R., Pa.) office, per her request 23. (Unclassified - RJW) LEGISLATION Called the Senate Committee on Governmental Affairs to check on S. 2596, a "Presidential Papers" bill. I was informed that the bill is pending with no formal action scheduled on it. 24. (Unclassified - RJW) .LEGISLATION Called the Subcommittee on Government Information and Individual Rights of the House Committee on Government Operations to check on the status of H. R. 10998, a "Presidential Papers" bill. I was informed that the staff is reworking the bill for subsequent reintroduction. Nothing further has been scheduled to date. 25. '(Unclassified - RJW) LEGIS ION Called the Subcommittee on Civil and Constitutional Rights of the House Judiciar ommittee to inquire as to the status of H. R. 10400, the FBI charter bill. I was informed that while more hearings are planned, n o thing to-Zf' P been scheduled. 26. (Unclassified - RJW) LEGISLATION Received a call from Tracey Cole, OMB. She was returning my two earlier calls regarding our views letter on H. R. 11383, the "Peace Academy" bill. OMB asked to review the letter before we send it to Chairman Dante Fascell (D. , Fla. ), Subcommittee on International Operations of the House Committee on International Relations. OMB has had the letter for review and clearance since yesterday (27 May). Tracey said that since the Administration has flatly opposed the bill it is OMB's policy to request that any agencies that comment thereon refrain from proposing amendments to a particular provision lest the proposed amendments be construed as constructive approval of the remainder of the bill left unaddressed by the particular views letter. Tracey asked that we delete that paragraph of the letter that suggests amendments and substitute therefor a simple statement of opposition. I indicated that that was acceptable. I told her that as soon as the letter was signed we would send it directly to Chairman Fascell with a copy to her. This was acceptable. On another matter, Tracey said that the President has opposed enactment of H. R. 11326, a bill to establish an Institute for Human Rights and Freedom.
