LIAISON Following our meeting at the White House with Robert Lipshutz, Counsel to the President, today I talked with Deanne Seim.er, DOD General Counsel, to tell her of our discussions and position with the House International Relations Subcommittee on International Organizations' regarding access to documents, development of a new Memorandum of Understanding for NSA and the fact that no access would be granted to any information until the current "problem" is resolved. Ms. Seimer understood and agreed with our position on these matters. 15. LEGISLATION Call: in the 25X1 Office of General Counsel at stiSA, e for NSA on S. 1264, the Federal Acquisition Act. He said he was not sure but would check and get back to me. 16. LEGISLATION Called Allan Coffey, Minority Counsel, House Judiciary Subcommittee on Administrative Law and Governmental Relations, to ask about mark-up of financial disclosure legislation. He said our amendment had not been amended on Tuesday, and he thought it might not come up today. I called later in the day and talked to-his secretary, i ?: who told me they had not completed mark-up on the bill and another session was scheduled for Tuesday, li October. 17. LEGISLATION Spoke with Jean. Evans, the staff of the Senate Select Committee on Intelligence, who had several questions relating to the impact, if any, on the Agency of S. 1264, the Federal Acquisition Act, which is currently being considered by the Senate Governmental Affairs Subcommittee on Federal Spending Practices and Open Government. I in-Formed Mr. Evans of our previous contacts with Mr. Brian Walsh, of that Subcommittee staff,and that in our view,with the exception of one minor concern raised in the views letter we had prepared, S. 1264 would have no adverse: impact on the Agency's procurement authorities.
