1. USIB has directed that a paper considering the ground
threat against India from Tibet and Sinkiang and the threat through
Burma be prepared
2. To achieve an agreed paper we propose the attached changes
to the 17 April USIB Memorandum.
3. This item will be discussed at the USIB meeting Tuesday,
28 May.
