During the course of the general discussion which followed, USIB
took the following actions:
a. Noted Mr. Denney's statement of explanation in response
to a request of the Acting Chairman, regarding State Department use of
the term "service level'r 25X1X7
b. Noted, as reported by the Acting DIA member, that the
DIA had undertaken a separate study of the threat to India of a Chinese
Communist ground attack through Burma and that it was presently
scheduled for completion about 24 May,
c. Concurred in the Acting Chairman's proposals that:
(1) The Board of National Estimates, in coordination
with the USIB representatives, should develop and submit for Intelligence
Board consideration a separate estimative paper on the threat to India of
a ChiCom ground attack through Burma.
