Kolkhozy have been established in all villages throughout the Carpathian oblasts in the Western Ukraine where the land is suitable for cultivation. Since mid-1952, kolkhozy in the mountainous regions of the Western Ukraine have been exempt from furnishing the State with a quota of their produce and taxes on individual kolkhozniki have also been reduced. There were no mass deportations from the Carpathian oblasts in the Western Ukraine during 1952. However, during the past several years individuals from the Western Ukraine have been forcibly resettled in the Eastern Ukraine. 5. This policy may have been initiated by the Soviet Government ?^- a two-fold effect: 1) to obtain the support of known dissatisfied elements, 50X1-HUM primarily kolkhozniki9 in the Western Ukraine; and, 2) to deny members of the Ukrainian resistance movement operating in the area access to food and to nullify the propaganda activities of the resistance organs among the population of the Western Ukraine.
