(FOR KEY SEE REVERSE) 50X1-HUM 1. A report %It - the above subject contained one important inaccurarr Thie error was the use of the word "bIIOt& Ballots were not forged. Rather, the tabulated results forwarded from the 50 Regional Electoral Com- missions to the Main Electoral Commission in Warsaw were forged by UB personnel before the tabulations were forwarded to the Central Committee of the PZPR. It was therefore not necessary to forge "millions of names" as the original report suggested. It was necessary only to forge approximately 50, and only five persons were directly involved in the actual forging. 2. The background and details of this system have been elaborated follows: as 50X1-HUM a. In the 1947 Polish elections the results were forged at the Regional Elec- toral Commission (OKW) level., There re approximately 50 such regions, with the result that those concerned in the Central Committee of the FUR felt that too maw persons were aware of what had taken place. b. Prior to the 1952 elections, the following members of the CentralCommitt 50X1-HUM , of the PZPR who are normally concerned with MBP matters studied the problf= of election returns: Oks, Dworakowski, Alster, and Helena Kozlowaka. other members of the Central Committee were probably aware of 50X1 HU the decision?notably, Bierut and Berman 50X1-HUM c.
