issued regulations covering new uniforms for some elements of the Soviet may,

The enlisted men who come under this regulation are authorized to wear new dark
blue dress trousers and new pullover tunics (gimnaeterka). The trousers are
woolen and the pullover tunics are part woolen and of a softer texture than
the cotton ones now in use. The regulation also stipulates that the non-
commissioned officers in the Moscow Military District are to be issued a new
type of raincoat made of a material similar to light waterproof cotton duck.
