1. Mehmet Shehu, Prime Minister of Albania, and Enver Hoxha, First Setcre.
tary of the Albanian Workers' (Communist) Party, submitted their
resignations on 10 October 1955, after a stormy three-day session with
Marshal Konstantin Rokosovskiy of the Soviet Union on the normalisation
of relations with Yugoslavia.
2. Marshal Rokosovskiy arrived in Tirana by air on 7 October 1955, after
Mehmet Shehu had made bitter accusations against Yugoslavia in reply
to Moscow's request for a decision on the normalization of relations
with the Tito Government. In the presence of Enver Hubs, and other
Politburo members, Marshal Rokosovskiy demanded that Mehmet Shehu
either submit to Moscow's demands or resign. All members of the
Politburo, with the exception of General Beqir Balluku and Hysni Kapo1
joined Shehu by submitting their resignations. Hoxha submitted his
resignation only after learning that Tito would not sanction his
continuing in a position of leadership in any new Albanian Government.

Marshal Rokosovskiy accepted all the resignations and declared that on
28 October 1955, Ramadan Citaku will succeed Shehu in carrying out
the normalization of relations with Yugoslavia.

Comment
Enver Eox a and Mehmet Shehu have been attending to their official
duties during the month of October apparently uninterrupted by the alleged
events reported above. On October 1 they attended a reception at the
Chinese Legation; on October 10 they officiated at the opening ceremonies
of Albanian-Soviet Friendship Month; on October 12 they attended a concert
given by Soviet artist
s; on October 13 they were present at the Fourth
Congress of the Albanian Women's Union; on October 21 Shehu addressed
a meeting in Shkoder and on October 24 Hoxha received a group of Soviet
artists. Meanwhile the Principal Commission established by the Aibanian-
Yugoslav Convention for preventing and settling frontier incidents has bee
