1. Manyldeportees have returned to'Riga, including the former Latvian Minister
of War,? General L7ani7 Balodis.
2. Several persons in Riga believe that the Communist rulers have in many in-
stances retreated from their former policies and are tryi.ng'to ingratiate
themselves with the people in order to win their confidence. Some persons
in Riga, who formerly would not even admit to themselves that Latvia might
not be liberated, are now beginning to doubt whether liberation will be
possible in the near future.
