Information on the Kazimierz Diuski Hospital, IAica Curie
Skladowskiej
The above hospital is a state-operated district infectious diseases
hospital, consisting of 5 two-story buildings, with three infectious
diseases divisions and 1148 beds. It was established in 1947.
A total of 100 persons, including 80 women, are employed by the
hospital, The work week is 148 hours per employee. The nurses wear
institutional uniforms and work in three shifts. Annual vacation
entitlement is one month. Personnel must have a compulsory medical
examination every three months. The doctors working in the hospital
have no party affiliations. Of all the personnel, only six persons are
party members. The salaries of the doctors range between 900 and 2,000
zloty per month and those of the nurses between 600 and 1,1400 zloty.
The Communist Party holds meetings once a week, which all personnel
must attend. Marxist theory, covering the period from the beginning
of the world through the Stalin era, is the sole subject of discussion
at the meetings.
The individual infectious diseases divisions are headed by a
director. The hospital facilities are obsolete. The disease treated
most frequently is tuberculosis; the tuberculosis division is always
overcrowded. Another frequently encountered disease is yellow jaundice.
Medicines, particularly penicillin, streptomycin, and anti-rheumatic
substances, are extremely scarce; they are imported

Information on the Technical Middle School in Poznan
The Technical Middle School (also called a specialized gymnasium)
in Poznan, ulica Dzierzynskiego 217, offers 4 years of instruction of
2 classes each. ',,1chool is attended annually by about 400 students.
After completing the 4-year course and passing the final examinations,
the students receive a maturity certificate. In all 4 years of
instruction, the subjects of mathematics, Polish language, Russian
language, machine construction, shop, and physical education are taught,
in addition to lectures on metalworking.

The State Metal Industry in Poznan is sub-divided into eight
divisions. Each division operates independently of the others, in
regard to personnel and technical affairs, and has its own employees.
All employees are furnished with identification badges, with their
photographs on them, indicating the divisions to which they may be
admitted.
Division 7 employed 100 white-col
workers (including technical personnel) and 600 blue-collar workers.
Division 8 employed 150 white-collar workers and 750 blue-collar workers.

Following is a breakdown of the divisions of the enterprise and
their respective activities:
Division 1 - Forge and repair shops
Division 2 -- Production of type 45 and 51 locomotives.
Effective 1960, the division is supposed to take up production of
diesel engines.
Division 3 -- Production of railroad cars
Division 4 -- Production of all types of machine tools
Division 5 -- Foundry
Division 6 -- Production of technical and optical measuring
instruments, hardening of steel, chrome plating.
Division 7 -- Production of heavy-caliber machineguns (CKK);
type Goryunov 70 spare parts for this type are only being exchanged
from existing stocks and some modification is being done; henceforth,
only the improved type 71 machinoguns will be produced.
the Type 71 gun has considerably more
component parts, has an improved barrel, and the production costs are
also much higher than for Type 70. The gun is loaded by means of a
belt.
The factory plans to produce 24,000 of these
guns annually; this quota is expected to be attained, judging by
existing quotas.
Furthermore, the division is producing tank tracks and machine
gun mounts for tanks. These products are classified as No. 72, and
appear in the enterprise's secret files under the designation "AK 72."
Division 8 -- Production of cartridge cases for guns ranging
from carbines to heavy artillery. Some of these are filled with powder
and equipped with fuses delivered from elsewhere.

In the first year, students were given instruction in handling
pistols, carbines, and aiming devices, and were trained in firing small-
caliber 4fles. Later they were instructed in military regulations and
pay, as well as terrain tactics, military equipment, the setting up of
sentries and determining locations for storage depots, administering
such depots, motor transport service, and anti-~as defense measures.

The State Metal Industry Plant in Poznan processed metal before the
war when it was called the "H. Cegielaki" Plant. Since then, the plant
has not been expanded or modernized to a great extent.
the entire plant complex covers about 240,000 square meters. The
total number of workers is about 13,000, of which about 2,000 are white-
collar workers or professional staff.
One can attain a higher position in the enterprise if one is a
member of the Communist Party. Thus, there were department heads who
barely had intermediate training, but were members of the party. For
example, the Director of the Planning Department was allegedly in Russia
for a long time where he might well have been active as a secret agent
("Geheimer"). About 30 percent of the administrative personnel are
members of the party, and about 30 percent of the young workers are
members of the Z) (Association of Socialist Youth). Party meetings are
held twice a month, and workers attend them reluctantly or not at all.
ZMS meetings are rarely held, since the youths do not participate, and

The entire machinery pool at this plant was obsolete and consisted
primarily of machines manufactured by the German firm of "Bautzner and
Voit", which made cardboard of differing strengths.
The plant employed 120 men and 80 women, and about.20 percent of
the workers were members of the party. The only supervisory official

The Lower Silesian Industrial Plants in Nysa, No 2. Moreinka
Street, employed about 2,000 workers (20 percent of whom were women),
about 130 technical employees, and 220 administrative employees. The
factory is under the central administration in Gliwice which in turn is
under the direct jurisdiction of the Ministry of Machines in Warsaw.
The Lower Silesian industrial plants were expanded under the Six-Year
Plan (1949-1955), and new installations, such as a modern foundry,
storage and administrative buildings, were set up. Thus, the enterprise
was included as a so-called "S" enterprise (of special importance) in
1952, which resulted in a wage increase at the plant and in preferential
delivery of raw materials. There is a great lack of trained technical
workers, and as a result, wages for such workers are often higher than
those for department heads.

such installation is being built for China at the present time, for which
the designs and plans were delivered by the USSR). Also produced are

containers; crushing machines (disintegrators and "Desmemtrators" [?]);
mixing, distilling, rectification, and evaporation apparatus; and
various pumps.
Machinery consists mostly of various kinds of lathes, drilling and
milling machines, steam and compressed-air hammers, and welding apparatus.
A large part of these machines come from the USSR and are modern. There
are three furnaces in the foundry which can be used for iron as well as
for other metals and alloys.

In the beginning of 1953, wojewodztwo engineering offices were
established, in order to support industries which were steadily developing.
In each province capital (in Opole for the central Silesian provinces)
such an office was established, which, in turn, set up branches in
larger cities.
On the basis of a law on the above subject, each factory and each
new technical installation planned for construction must have so-called
"Documentation" before construction or operation can be started. The
task of the engineering office is to complete all the necessary drawings
and plans and to estimate costs. Orders are accepted only at the main
office in Opole which then ohknuels them to the various branch offices.
An order given to the branch office was always scheduled for a set time
of completion and deadlines could often not be met.
this situaion was caused by the fact that primarily nonspecialists
were employed in the main office in Opole. As a result, there was often
heated disagreement between the engineers and the branch office head on
the one hand, and between the branch office head and the directorate in
Opole on the other hand. Late deliveries were blamed on the "lack of
supervision by the branch office head" or even on sabotage..

TECHNICAL MIDDLE SCHOOL (MITTELSCHULE) IN NYSA
The Technical Middle School in Nysa, Pstrowskiego Street, has an
annual enrollment of about 300 pupils and gives a 5 -year course (2 classes
per year). In addition, about 60 pupils annually attend the work course,
which is held only in the afternoon and also takes 5 years to complete.

About 2,000 persons are registered as regular students at the Advanced
Agricultural School in Wroclaw at No 26 Norwida Street. The "Matura"
certificate and the completion of a qualifying examination are pre-requisites
for admission. Membership in the Communist Party or a youth organization
are not required. Two state board examinations (one in economics and [one
in] plant cultivation) are taken after eight semesters of study before the
diploma in agriculture is awarded, enabling a graduate to become administrator
on a state farm or an "agronomist" who supervises several farms. Such a
trained agriculturalist may continue studying for an additional two
semesters at the university, after which he may receive a master's diploma
(Diplom-Magister) in a specialized branch.

The D.Z.W.U.T. 6 [sic.] radio plant is under the jurisdiction of the
Ministry of Trade in Warsaw where the central office of the plant is located,
in which television sets are also produced. Exact address is not known.
The above plant in Wrocl$i consists of three large plant installations,
one of which is solely a military equipment production center, is heavily
guarded, and not accessible to workers from the other departments. The
second installation is used as a repair shop, and the third produces only
radio receivers for civilian use.
The third installation manufactures radio sets with 3-7 tubes for
all transmission ranges and voltages, as well as ultra-short-wave equipment.
The radios are equipped with only one loudspeaker in all cases. All
products have Russian tubes, although the rest of
the material is of Polish origin. The radios are usually sent to Warsaw
where they are offered for sale through retailers at prices ranging from
900 to 2,000 zloty.
About 2,000 persons )of whom about half are women, are employed in
the plant; 25 percent of the workers are party members. Open political
activity is not apparent at the plant; only Party members participate in
weekly closed meetings. Wages range from 900 to 1,100 zloty a month, and
a technician earns only 1,100 zloty per month. The annual vacation amounts
to 3 weeks, and management determines when it shall be taken. An.8-hour
work day is adhered to with no overtime allowed or paid for.

The plant director, an active party member, died in 1955 and has
been replaced by a new director.
University Study in Wroclaw
Proof of Communist Party membership is no longer (since Gomulka
became head of the state a year ago) compulsory for admission to Wroclaw
University. Acceptance requirements include completion of
the "Matura" (Maturity) and a qualifying examination, although neither
of these requirements are valid unless one has been recommended.
There are always
more students applying each year than there are places available.
Eighty students were enrolls in the law department for the
first semester. Czechs were also registered at Wroclaw as
regular students.
Scholarships are generally given only to politically organized
applicants, who are chosen by a commission of representatives from the
particular department (Fakultaet), consisting of a Communist Party
representative, a representative of the student association, and a
member of the newly-founded socialist youth organization. Scholarships
are the same in all cases, amounting to a monthly allotment of 300 zloty
the first year, 350 zloty the second and third years, and 400 zloty the
fourth year. A small student home (for about 80 students) is connected
with the university where only a few of the students who live outside
Wroclaw are quartered.
Professor Jozef Orlowski, chairman of the law department
not a Communist Party member. In general, the only members
of the Communist Party were the professors who lectured on Marxism and
Leninism; these lectures, however, have been abandoned since Gomulka took

The Directorate of State Grain Warehouses for the Wroclaw Wojewodztwo
(province) is located in Wroclaw, on Rya k Street and has 20 granaries
(silos), each with a capacity of 200 tons, under its jurisdiction
throughout the wojewodstwo. Wheat, rye, oats, as well as beans, are
stored in the silos and distributed to the mills. The grain iajurchased
from individual communities by the Directorate of State Grain Wareho-r-uses
and stored in its silos until used.

of buyers is not known. About 20 persons are employed by the Directorate.

Of all the approximately 100 employees of the Directorate of Grain
Warehouses, about 12 were members of the Commuiist Party. Working hours
at the Directorate were from 0800 - 1600 daily, without a lunch hour.
