Organization
1. The Team for Coordination and Costs and Prices (Zespol Koordynaoii Kosztow
i Cen) of the Planning Commission of the Council of Ministers resulted from
the reorganization of the State Economic Planning Commission- which took
place from November 1956 to February 195T. The Team for Coordination of
Costs and Prices corresponded (taltheibrmer Department of Costs and Pricing
Policy (Department Kosztow i Polityki Cen) of the State Economic Planning
Commission. In 1957 it occupied a wing of a building at Plac Trzech
Krzyzy 5, Warsaw.
2. Director of the Team for Coordination of Costs and Prices was Izak
Zachariasz, who was 'a`,'PTPR member. The Team was so organized that it
had a section or sub-section which dealt with every phase of economic
life in Poland. Subject recalled the following sections:
a. Small Industry Section (Wydsial Przemyslu Drobnego)
This section was headed by Tadeusz Klepacz and supervised
the implementation of the Team's functions with resneet to
small t and crafts. Whenever
the Pricing Section, Ministry of Small Industry
and s could not settle a question concerning pricing
the question was referred to the Small
Industry Section of the Team for Coordination of Costs and
Prices for arbitration.

b. Transportation Section (Wydzial Transportu) under Kowalski (fnu).
c. Export Section (Wydzial Eksportu) under Lanftcki (fnu).
d. Economic Section (Wydzial Ekonomiczny) under Rotstajn (fnu).
e. Woodworking Section (Wydzial Drzewny) under Wit (fnu).
3. In addition Ithe Team had sections or sub-sections 25X1
dealing with the following: metallurgy, light industry, foreign trade,
finance, timber industry, military affairs, internal affairs, foreign
affairs, agriculture, chemical industry, transportation and communication,
machine building industry, construction industry, state control, import,
public education, and higher education.
4. Prior to the reorganization of the Planning Commission, the Team ; ,at that
time Department, employed about 60 persons. After the reorgazation,
this number fell to about 30; the number of sections in? Team did not
change after the reorganization, but the number of persons section
-was reduced.
Functions
5. The basic functions of the Team for Coordination of Costs and Prices were
the following:
a. To advise the Council of Ministers concerning costs and pricing
aspects of projects and plans prepared by ministries and other
government establishments;
b. To evolve the basic policies to be followed by government organs
in establishing costs in economic plans;
c. To check on the progress of cost reduction in the Polish economy;
d. To carry out spot-checks of adherence to established cost and
pricing policies in government establishments.
