SUBJECT: Organization of Fast German Ainistry of :rational i)efense
1. Attached are seven charts showing the structure of the East German
Ministry of National ilefense. Attachment 1 shows the over
1inistry, and Attachments 2 through 7 show the structure of various
subsidiary elements of the NVA. Black lines indicate the line of
command; dotted lines represent a non-.command relationship or liaison
between units.
2. The following comaents aprly to Attachment 1:
a. The political departments are shown as a shaded block to indicate
that they are superimposed units rather than integral parts of the
military organization. The Ylinister of stational Defense has no
command over the political departments, which are directly
responsible to the Chief of the Political Administration of the
NVA, Generalma jor DOE.LII'1G, under the Central Committee of the
Ss This in endent status of the political departments is the
result of the Politbuero resolution of 14 January 1958, giving
the Party and the political organizations a dominant role within
the military.
b. The Flak regiment in rggersdorf, the heavy Tank Battalion in
Eggersdorf, the Communications Center in Strausberg,and the Heavy
Vehicle Transport Com ando in tfittenwa1te are shown under dual
command. These units are responsible to the Deputy Chief of
Staff, Oberst GOERINGEH, for military matters, but are sub-
ordinate to the Political Department for Special Installations,
under Oberstleutnant BOSSENZ, on political matters.
c. Department HOEBELEN is indicated on the chart by the name of its
chief, Generalmajor Gustav WFB1 L.E . The precise title and
function of this office are not known, nor is it certain that
H01ID1's department is directly subordinate to the Deputy
:Minister for Technical Aiatters and Armament.
d. Generalmaior RLNTZSCH has been provisionally appointed as Deputy
Minister for Training; the function itself is not provisional.
