THE MILITARY DEPARTMENT OF THE POLISH PLANNING COMMISSIION (S)
Until the summer of 19579 the Military Department of the Planning
Commission was composed of/ the Office of the Chief of the Military
`Department and eight Sections;'-three concerned with supply; three
concerned with indust ; one concerned with investments; and one
other (see Annex A).
There were about-250 persons employed in the Military Department.
In 1957, the chief of the Military Department was Brig Gen WALUCHOWSKI,
(fnu). He had two titles8 Chief of the Military Department (Szef
Zespolu Wojskowego)g and Deputy Chairman of the,Planning Commission
(Zastepca Przdwodniczacego Komisji Planowania przy Radzie Ministrow).
Gen WALUCHOWSKI had one as4stant9 Col Graj WARONSKI, who was both
Assistant Chief of the Military-,Department ('Zastepca Szefa Zespolu
Wojskowego) and General Director in the Military Department of the
Planning Commission (Gener?alny Dyrektor w Zespole Wojskowym Komisji
Planowania).
The head of each of'the eight sections Y}ad the title of Director
(Kierownik) and were considered the same in rank as a director of
any civilian department. about 50 percent.of the
directors were civilian and the remainder were military (names and
ranks unknown). Besides the director in each section there were
about 30 employees. complete name of
one section o the Chemical and Electrotechnical Industry Section
(Dzial Przemyslu Chemicznego i Elektrotechnicznego).
The mission of the Military Department.of the Planning Commission was
to represent the military interests in all economic planning phases
of the government and to maintain close supervision over domestic
production and import to insure the fulfillment of military orders.
This close supervision was carried out by the eight sections and the
Military. Departments at lower echelons - within ministries and central

administrations. The Military Department of the Planning Commission
did not concern itself with the determination of military needs, but
only with procurement based on the Bill of the Council of Ministers
concerning the Supply of the Armed Forces (Uchwala Rally Mnistrow 0-
Dostawach dla Sil Zbrojnych). The only information about the deter-
mination-of military requirements was that it was the function of
some agency within the Rear Services (Sluzba glow) under the Ministry
of National Defense (MON).' The Military Department of the Planning
Commission received the determined needs of the military from MON in
letter form (List Zapotrzebowania)9 and used it as`a basis for its
demands before the. Planning Commission. After the Planning Commission
had reviewed the military demands and the civilian requests and made
its recommendations to the Council of Ministers; the Council of
Ministers acted on these recommendations, making them law. The law
or bill relating to the military was called the Bill of the Council
of Ministers Concerning the Supply of the Armed Forces. Once this
bill was passed,, it was the job of the Military Department of the
Planning Commission to keep close account of the fulfillment of the
terms of the billo
from_1948 to 1950, there were only 40 to 50 persons
in the Military Department of the Planning Commission. During this
time it was called a department (Departament Wojskowy) and was headed
by civilian engineer Fryderek TOPOLSKI. In 19519 this small depart-
ment was replaced by the larger organization (Zespol Wojskowy),,
headed by Brig Gen JAROSZEWICZ9 (fnu), who expanded the size to about
300 persons. After that time; however; there were several drives
to out the number of personnel employed in government administrative
work. By 19579 the number was reduced by one-sixth.

1. Exact Locations
a. Military Department of the Planning Commission
The Top Secret records library of the Military Department of
the Planning Commission was located on the fifth floor (top floor)
(European system fourth floor) of the building housing the Planning
Commission,, on Plac Trzech Krzyzy (see Annex B). The area on the
fifth floor,, as shown on Annex B, was entirely closed off from the
rest of the offices on the floor. A.s ecial as was required to

b. Office of the Council of Ministers
The Top Secret records library of the Council of Ministers
(Urzad Rady Ministrow) was located on the second floor (first floor,
-European system) of the Council. of Ministers building, number one and
three.Aleje Ujazdowskie (see Annex G). This building was a four-story
(three-story, European system) building situated directly across the
street from a park. access to this area would be
freer than the others. The second floor also contained the offices of
Premier CYRANKIEWICZ and Vice Premier JAROSZEWICZ. In a room adjoining
the Top Secret records library was the office of the General Secretary
of the Council of Ministers (Secretary Generalny Rady Ministrow'), Profes-
sor ROZMARYN, (fnu), who was also the Chief of Protocol of the Session
of Council of.Ministers (Szef Protokolu'Posiedzen Rady Ministeow).
Professor ROZMARYN?s major duty was to read all bills passed by the
Council of Ministers and make necessary distribution of the bills to all
ministries concerned. In the case of classified bills, he sent only
that part of the bill which affected the particular ministry. Professor
ROZMARYN had access to all bills, regardless of classification- he had
performed this duty since shortly after W IIo
c. Ministry of National Defense (MON)
Fragments of the bill were kept at Ministry level in the Secret records
library of the Military Department of each affected Ministry (each Ministry
which produced-for the military).
the Military Department of a Ministry was usually lo-
cated on the top floor of the Ministry building along with the personnel
department. There were also orders and instructions based on these
fragments at affected Central Administrations, enterprises, and factories.
Fragments of the bill affecting the consumption of such materials as
colored metals, rubber, and other critical items were also kept by the
.Department of Material Accounting (Departament.Bilancow Materialowych).
