of chemical plants in this area) . Right after World War TI, penal 1.abc50X1-HU
and German PW camps were located in these settlements. Presently, the
old barrack-type one-story houses are being t?rn down and two- and three-
story buildings are being erected instead. Upon co~letion of the chemical
plants, and, especially, BTZ (Pipe Rolling M311 of Sumgait), the town
began to boom, Now it is a modern city with straight,-paved, wide streets
built by plan. Present population of the city exceeds 90000 and consists m~
predominantly of Russians, followed by native~Azerbaydzhanians and Armenians
2. All street names (except for a few very new streets which have not been
named yet) are indicated on 12 x 50 cm. metal plates. The plates are convex
in shape, bulging out from the wall along the long axis, These black plates
with white lettering are mounted on corner houses. The whole city is
divided into blocks (kvartaly), Usually, the house numbers are the same
on both sides of the street, only block numbers would be different. That is,
Stalina Street would have two houses #].0 on opposite sides of the street;
one would be attached to the 7th block and the other to the $th block, ~?'he
house numbers (black metal plates with white lettering), have the block
number at the top and the house number at the bottom and are mounted over
the gates or entrances to the houses. The regulation requires the installa-
tion of an electric light (which burns all night} over each house number

Although Sumgait is located on the Caspian Sea, it has no seaport or
public beaches of its own. The beaches around Sumgait are story, and

made bay (#7 of Attachment 'tA") and pier in the northwest part of the
city for a small fleet of prospecting operations of Azneftt (Azerbaydzhani.an

two-story club on Pushkina Street, a stadium behind the bread baking
plant on Lenina Street, and anew park occupying a large area between
the eastern end of Lenina Street and the Caspian Sea was under construction,

Out-of-town Transportations
30, The city of Sumgait has a railroad connection to Baku and points north
and also bus connections to Baku, Dzhorat, Nasosnyy, Kyzyl-Buren, Alty-Agach
and Stepanakert. The suburban electric railway connecting Sumgait to Baku..+---
was to be completed in the latter part of 195$. Sumgait possesses no sea -
or airport facilities.
31, The Sumgait railroad station is located 7 lava, southwest of the city on the
Baku - Moscow r~i]sa~d line, The railroad has double-tracks at Sumgait.
The terminal is a 30 x 50 meter one-story stone building with an open
asphalted platform in front of it. Tickets are checked at the car doors
or on the train. The express train (skoryy) #d3 (Baku to Moscow) stops
at Sumgait at 1300 hours local time; #blt (Moscow-Rostov/Dom to Baku) stops
at Sumgait at 1b30, Railroad militia i.s responsible for ke a.ng order at
the Sumgait terminal. (For. details see Attachments "C"~~~to this
report.) The railroad has a city ticket office located at Lenina Street
(#71 of Attachment "A").
32. Bus connections All out-of-town bus lines operate daily. Bus terminal

with Staling Street, It consists of a wooden sherd with benches and tables
inside, and a ticket office at the entrance,

City Transportation:
33. Cit Buses, Tiro bus lines were operated by the Sumgait Auto Park, They
bo h used the same route, each operating two buses in opposite directions.
Buses of one line operating .clockwise from the bus terminal described in
Paragraph 32 of this report and was usually referred to as "ploshchadka"
("stagery~), Its route was indicated on route signs as ''Kol'tsevoy -
Ploshchadka - Khimstroy" ("Ring -Stage -Chemical Construction Settlement"),
The stops of this line were as follows (see Attachment "A"):
a. Line #1~ Stun~ait -Baker It operates yellowish-colored ZIS-155 buses
wi'~i a capacity of ~0 passengers each, Above the windshield is
located a white sign with black lettering showing a number "1" in a
circle and the words "6umgait -Baku", The same words are also shown
on the route plate on the right side of the bus between the front and
back doors. A one-way ticket to Baku costs 5,20 Rubles, Tickets are
sold at the bus terminal or by the bus driver along the way, Entrance
is thru the back door, exit is thru the front door,
This line operates from 0600 until 2300 hours with a bus departing
every 30 minutes, The bus leaves for Baku from the bus terminal by way
of the eastern continuation of Lenina Street and returns from Baku by
way of the southeastern continuation of Stalina Street, south of BTZ
(Pipe Rolling Mill).
Stops: Sumgait Brickyard - Dzheyram Batan - Sarai. -Transit (~unetion
of Kirovabad and Derbent highways to Baku} - Khurdalan -Baku.
b, Sumgait - I?zhorat: Operates PAZ buses seating 16 passengers (during
the s:?~ng season some ZIS-l55 ax'e added to this line), A bus leaves
every 30 minutes from 0600 to 2200 hours, and the far+eis 1,50 Rubles one-

The other line operated two buses on the same route counter-clockwise with
a minor change eliminating Vagifa Street and following Staling Street
north up to the very end, These buses carried route shields with "Khimstroy -
Ploshchadka" on them,
Both lines operated from 0630 to 22W hours daily, The fare was 15 lc~+peks
between any two stops, and the tickets were sold on the bus by conductors.
The tickets of yellowish and blueish colors were kept iri rolls in a leather
bag hanging over the conductor's neck.
3l~~ BTZ Buses: Operates 3 or !~ ZIS-155 buses taking the workers to sod from
~ before and after each shift (as late as 0200 hours), The use of these
buses is not restricted to only BTZ workers, but is available to the public,.
The tickets are sold on the bus by a conductor, One route leads from the
bus terminal south on Staling Street to BTZ; another goes by way of Lenina
Street and the Aluminum Works to BTZ.
35. Streetcars: Streetcars were supposed to be introduced in Sumgait in the fall
o~195S,~At this time they had already been delivered to Sumgait (source
unkr:own} and placed in the streetcar repair shop, The construction of the
tracks was completed in July 195$. .The future route of the streetcar line
should be as follows: Nizami Street - Southend of Staling Street - BT`L -
Aluminum Works - TETs -Militia - Akhundova Street - Nizami Street,

ZIStes and grey Pobedais are marked by a single band of black as d white
checkered squares about 10 cm, wide on a level with the top of the door.
All taxi cabs operating from 0600 to 2100 hours have 20x341 cm, black
meters installed in the middle of the dashboard, On top of the meter is
attached a signs "700 meters - 1 Ruble"'. Below this sign is a kilometer
indicating window; to the left of it is a window showing the total fare,

(Teplo-Electro Tsentral -Thermo Power Plant) operating on oil delivered
from Baku by tank cars, The lant consumed a train load (number of tank
cars unknown) per day,. this power plant also supplies
electric power to Kyzyl-Bvu-un ands partially Baku. The city is entirely
electrified. There were no restrictions on the use of electricity to 50X1-HUM
Water Supply:
38, All apartments, houses and yards in Sumgait are supplied with water from
the water pumping and purifying station located ir: Nasosnyy~ which also
supplies the city of Baku with water. Nasosnyy, in turn, receives the
water from Khudat by a canal, At the present time another water pumping
station is under construction in Nasosnyy,
Sewerage System:
39. All sections of Sumgait except the two so-called "Workers Settlements" (#30
and #31 of Attachment t{A"), have a modern sewerage system equipped with
slate (ebifar) concrete-like pipes. The workers settlements are served
by tank trucks which dispose of their contents at the city dump near the
brickyard,

Besides the high prices, some of the food and consumer goods were very
difficult to obtain in state owned stores, Fresh meat, which was a rare
item in the stores, was also difficult to obtain, Most of the stores
carried only frozen meat Fresh meaty along with rice, vegetables and
other country products? were obtainable at the collective farmer market
(#66 of Attachment ~'A"), The individual collective farmers and farm repre-
sentatives were 3.ssued special permission to sell their products after
state inspection of the quality of the goods, The prices at the farmer
market were between 25 and 5o percent higher than in the stores,
