Location The Skarzysko Kamienna Metal Enterprises (Zaklady Metalowe) were located in SKARZYSKO KAMISDiNA (N51-08, $20-52)(UTM DB-9163). This installation was divided into three main areas; tt ,tm ~pweee of this report, these areas will be referred to as Area Nr 1, Area Nr 2, and Area Nr 3. Annex A shows a sketch of the location of the Metal Enterprises. Annex B shows a sketch of the site layout of Area Nr 1. this area had approximately 20 or more buildings, about 10 x 10 in in size, which looked like homes, and which were about 100 m apart; the area was heavily wooded and was served by concrete roads and roads of crushed rock, and gave the appearance of a housing colony; the description is based on observation in 1939 and on hearsay, 1950 to 1957. 2. History This installation was built about 1926 for the purpose of producing ammuni- tion; the Poles used it as an ammunition plant up to the time of WW II. During WW II, the Germans used the plant for ammunition production. In 1946, the foundry was producing hand grenades and civilian goods. about 1948 the Poles reopened the entire plan and artillery ammunition was produced there from that time to 1958; artillery ammunition was 50X1-HUM still being produced there. in 1939; 50X1-H U M artillery ammunition was in production. 3. Organization (See Annex U. pera on , came directly under the Central Administration 50X1-HUM for Precision Manufacture (Centralny Zarzad Przemyslu Wyrobow Preoyzyjnych) which came under the Ministry of Heavy Industry (Ministerstwo Przemyslu Ciezkiego). Thi Special Industries Construction Projects Bureau (Biuro Projektow Budownictwa Przemyslu Specjalnege) was responsible for construction and for major repairs of the plant. 4. Operations and Production a. Area Nr 1 (1) General (See Annex B) Area Nr 1 produced artillery projectiles and shell casings, which were presumably sent to Area Nr 3 for filling with ammunition powder and for assembly. Area Nr 1 used outside electric power. 50X1-HUM there were two sources of electric power, but that only one was used and the other was in readiness for emergencies. one source came from a wester- direction and one from an east Polish and Soviet manufacture, There were also small numbers of German machines. (2) Foundry (Odlewnia) In 1955, the foundry produced sewing machines and farm machinery, such as potato diggers and manure spreaders; it did not produce any military equip- ment, but made machine bases (podstawy), machine heads or turrets (glowicy), machine covers or guards (pokrywy), and parts for lathes as required by the Metal Enter- prises. In 1958, the foundry produced the same type of products as it did in 1955. the foundry norm for 1953 was 2200 tons and~ it was Generally the ncen ves ror completing or exceeding the norm were in the form of extra pay for workers. If a norm was fulfilled, workers received 100 to 120 percent of their regular pay; if the norm was exceeded, they received 110 to 150 percent of their regular pay. 50X1-HUM the foundry produced 3000 tons 1 ton equals 1000 kg) per year; its actual capacity was 5000 tons per year. Foundry operations were both manua50X1-H U M and mechanized; a greater use of mechanization would have increased production capacity a substantial (unknown) amount. eg ng In , some o the moulding operations, which were formerly all done by hand, were done by machine; smelting furnaces (zeliwiaki ), which were formerly loaded manually, were loaded by mechanical means; and wagons, which former- ly had been pushed by hand, were motorized. The foundry had two smelting furnaces, each of 700-mm inner diameter. Area Nr.3 this area, which was referred to as "elaboracja" elabora- tion, assembly, or finishing), received the projectiles, shell casings, fuses, and ammunition powder from the other two areas and completed the finished product1which was the artillery round ready for firing- d. Test Firing Range there was a test firing range somewhere in the vicinity where artillery rounds were test fir 5. Labor, I Lin 1951-1952 there was an increase in employment 50X1-HUM at this plant. between 1952 and 1957 the labor force numbered approximately 5000 workers. In 1957 there was a reduction in labor force, and thereafter the working strength figure was about 3500 to 4000. Women comprised approximately 30 percent of the work force. armament production in Poland was boosted in 1950 to 1953, but after STALIN's death, less emphasis was placed on war goods production. the 1957 reduction in labor force at the Metal Enterprises was due o a cu n 150X1-H U M budget or to the fact that there was no need to expand the 'labor force for civilian goods production. The workers at the Metal Enterprises came from SKARZYSKO KAMIENNA and from the area within an approximate 15 km radius of SKARZYSKO KAMIENNA, including the towns of SZYDLOWIIE* (N51-14, E20-51)(UTM DB-9075) and SUCHEDNIOW (N51-04,E20-50) (UTM DB-8855). b. Work Shifts there were two work shifts, from 0700 to 1500 hours an50X1-H U M from 1500 to 2300 hours, Monday through Friday; on Saturday. the two shifts worked from 0700 to 1300 hours and from 1300 to 1900 hours. operated a third shift from 2300 to 0700 hours The first shift had more workers than the second shift. 50X1-HUM 7 religious holidays and 2 national holidays were ob- served during the year when people did not work. 50X1-HUM 6. Security Measures Area Nr 1 was enclosed by a brick and concrete wall on the northwestern side and by barbed wire elsewhere. The brick and concrete wall had barbed wire on top. The height of the fence or wall was about 21 to 3 in. 50X1-HUM (Area Nr 2 was separated from Area Nr 1 by a barbed wire fence as de- scribed above. Other Measures To gain entry into Area Nr 1, an individual had to show a permanent worker's pass at the gate (see Annex B. Item 30) and sometimes at the inner gate (see Annex B, Item 32). Barrier, wall and/or barbed wire fence, 2j to 3 m high. 24. New concrete building was being constructed here in 1957 and was 50 to 60 percent completed. The purpose of the building was not known. 25. Directorate for Skarzysko Kamienna Metal Enterprises; brick and plaster con- struction;building had 2 floors and measured 80 x 12 x 10 in. 26. Barracks for industrial guards; brick and plaster construction; 12 x 8 x 7 m, 1 floor. V. Fire department with personnel and fire engines, 12 x 7 x 4 in. 28. Entry and exit gate, for fire department only. 29. Two small buildings connected by an overhead roof. At this point, workers moved numbered cards into certain slots on boards to indicate they were present for work; guards occasionally searched worker personnel for unauthorized items. 30. Main gate for personnel; individuals who passed through this gate had to show a permanent worker's pass or other means of identification. 31. Building with guard personnel where temporary passes were issued to individuals for entry through building Nr 30; building was about 8 x 5 x 6 in. 32. Entry into production area. A guard was stationed at this point, but he pri- marily checked only visitors' passes issued from building Nr 25. A net wire fence, approximately 1fr to 2 m high, separated the production area from the area where the Directorate and fire department were located. 33. Gate, which) was not in use. 34. Railroad station. The railroad which passed through this station was double- track from RADOM to TUNEL. 35. Area Nr 2 of the Skarzysko Kamienna Metal Enterprises.
