Personnel
3. Two of the vehicles were driven by civilians and carried three to four
officers and about 20 soldiers. They appeared to be wearing the uniform
usually worn by border guards and members of the port control teams.
4. The officers wore visored green caps with a red border around the top edge.
The cap band had a gold braid and a red star with hammer and sickle.
The uniform consisted of a khaki coat, blue trousers, and black shoes.
Their epaulettes had a green stripe on a gold background with four stare
(see sketch below).

The enlisted men wore the same type visored cap as the officers, but
without the gold braid. Their uniforms consisted of a khaki coat with
closed, high collar, blue trousers and black boots. Their epaulettes
were solid green.
New Oil Dock

The installation of six=,seven.and eight-inch pipelines on the new oil
dock in the Petroleum harbor of Odessa was completed. Day and night
dredging was observed in front of this dock.
7. Six different communications installations were observed along the coast
south of Odessa at the approximate points shown on the overlay below.
These installations appeared to be about one mile inland, and were observed
through binoculars at a distance of about five miles. No personnel were
observed at any of these installations. (see sketch of the outline of
each installation on page 4.)
8,, The new harbor2 south of Odessa was observed through binoculars at a
distance of about eight to ten miles. About fifteen cranes of IOO'to 150
ton capacity (sic) were observed in the area. Three or four merchant
ships and naval vd nelayers were observed at the entrance to the harbor,,
