2. Observed in the area were at least 30 bulldozers., 6 ditchdiggers., and 20-25
trucks and graders active on the project. The entire construction area is
estimated to be approximately two miles square and appears to lie about
three kilometers south of the airfield. There were no signs of military
personnel around the area., nor were there any unusual security precautions.
