establishments described bel-ow:
1. Soviet army camp located at the 3-kilometer mark on highway #471. It is
large, of the functional type, recently built, and has ample sheds, protecting
roofs and sports fields. It is fenced in and is somewhat hidden by shrubbery.
In the camp are stationed Soviet infantry and tank:units. Soldiers wearing red
and black collar patches were observed, as were medium tanks in the sheds.
Just to the northeast of the camp there is a huge area for tank maneuvers, with
the usual structures found on these field - observation towers, required tank
runs ditches, etc.

2. A huge military area containing numerous buildings, Yellow in
color and of an antiquated type, but perfectly maintained. The road opposite
the main entrance is closed to vehicular traffic. Inside there are infantry 50X1-HUM
and artillery units, and probably also the division command post. On the date
observations were made, there were numerous infantry soldiers (green collar
patches) of various specialties, various types of vehicles but no weapons.
3. This establishment - located on the north side of highway #33, on the
outskirts of Debrecen - is also a huge, fenced area, partially hidden by shrub-
bery. The side opposite highway #33 has two entrances. The buildings which
make up the barracks - near the railway - are of recent construction (of rein-
forced concrete), dirty-white in color; on the opposite side (toward the west)
there are very long sheds (old buildings of masonry construction) which fora
the external boundary. Inside this area there is believed to be an infantry
regiment; both the sentinels and the numerous soldiers observed in the area
all had green collar patches, though they wore insignia indicating various
specialties (riflemen, communications personnel, drivers, artillery, etc.).

4. A large Soviet army camp, where Soviet communications units are probably
stationed. This establishment too - located near the intersection of highways
#4 and #471, on the west side of the road - consists of numerous buildings
hidden by trees, with the whole area fenced in. The entrance is on highway #4.
Families also reside inside the area. The Soviet soldiers observed were wearing
black collar patches. No weapons were observed - only trucks.
5. A small military establishment consisting of a huge courtyard and a
two-storey building. The entrance is at #4 Wessetenyi Ut and is guarded by two
Soviet air force men. Young civilians were also observed in the area.
6. The Debrecen civilian hospital. There may be a military hospital either
in the same building or in the immediate vicinity.
7. A building of recent construction guarded by two Hungarian soldiers
armed with machine guns; the windows on the first floor hare iron bars.
8. Soviet airport. At the time observation was made, the following were
seen:
a. 47 IL-28's (see "E" on the attached map);
b. 2 transport planes, of an unspecified type (see "D" on the map);
c. 1 passenger plane, silver-grey in color, of an unspecified type
(see "D" on the map); and
d. radio and radar installations adjacent to highway #43 (from north
to south, one "Disc-cone", one "Flat-face" and one "Kniferest")
and a field radio station (see letter "C" on the map)..
Just to the south of Zone "C" there is a small building of recent construction
with a road leading to highway #43, on whose roof are aerological instruments.
Nearby there was one of the usual bi-motor planes which "HALEY" uses; perhaps
this is a small airport belonging to "MALEV", since civilian pilots of the
airline were observed in town.
Near the extreme south end of the airport, in the middle of the area, there is
a control tower, with nearby antennas (radio or "Disc-cone" - see "A" on the map).
9. Soviet military area located near the #233 kilometer mark of highway #4,
150 meters east of the railway which runs parallel to the road and to the left
of it. The area is a wooded zone some square kilometers in size, fenced in
and guarded by soldiers in fatigue clothes, armed with machine guns. Around
two kilometers north of this area there is a tiny railway station near the 236-
kilometer mark of highway #4, about 500 meters south of which there is a small
railway yard, recently built, consisting of three or four dead-end sidings,
each capable of holding around sixty cars. At the time of observation on two
of the sidings there were two trains (without locomotives) of tank cars.

B. Contrary to the situation in other cities in Hungary, the movement of
Soviet soldiers and vehicles in the Debrecen area is done much more
openly.
C. During the evening the city is patrolled by pairs of Hungarian soldiers
armed with machine guns wearing a red band on the left arm on which is
written in white the word "Jarorn (patrol-guard).
