Near the end of March 1960 all the workers of the 1 ZPEKKHL 'RASH in ChirehiYk
(N 41 -29, E 69--35) were called by the plant management to an important
meeting. At the meeting, they were informed that beginning on l April 1960
the plant would change from an eight-haar to a seven-hour working day.
The working hours for the three shif-'Gs would be as follows:
4irst shift.- 0800 to 1600 (one hour for lunch)
Second shift: 1600 to 2330 (a half hour for dinner)
Third shift: 2330 to 0700 (a half hour for breakfast)
This change was announced as cons ti't;ating a great step forward in the
building of Communism and as a typ_i_c ? exam le of t1ie care the So-,Tie"
Government gives to its working population,
Two days later an order of the UZBE 1K III .ASjI 'management was posted
which stated that all worker;, with only two exceptions s
ta_io were in e fifth or higher category.. had been demoted to the third
category, No explanation for this action was given by any one in
authority. At the same time some manipul.at-"on of the work orders (~~:_ya1 }

All the workers suffered from these measures, and those who had been
earning only 700 to 800 rubles a month were especially hard hit, The
workers tried to increase their incomes by making arrangements with
their foremen that would permit them to work eight or nine hours per
day instead of seven. In many cases the request was granted. As a
result the productivity of the plant increased and the plant was able
to overfulfill its quota during the period from May to September 19600
