THIS IS UNEVALUATED INFORMATION.
Comment: The unusually strong restrictive measures, the
repeatedly observed shipments of rockets (Flugkoerper.) to the restricted
areas, and the construction of bunkers and barracks indicate that the Soviets
have established major depots and stationary rocket-launching bases (stationaere
Abschussbasen fuer Flugkoerper) around Taurage. The installations were
expected to be completed by late 1960.)
In 1958-1959, the Soviets began the following activities in the Tauroggen
iTaurage7 area:
a. Surveying;
b. Clearing the forest;
c. Restricting districts;
d. Supplying construction machines and material
2. The restricted areas were located:
a. In the southern districtof Tauroggen, bounded:

Szuigken ffukag (EG 8008) road;
3) On the eatt,py the Sakalyne - Pasventis gagventys7 (Fa 0205) road;
4) On the south by the Memel j'emag River.
In this areaLthe "Pfundberg" cdvaru Kalnag (EG 86141 south of Tatarino,
the Meyshi LMeiziai7 (EG 8417 - Pomeyshi gameiziay?G 86173 -
Sakalyne district, and the district around Wischwill Viegvile (EG 8903)
were the main points of restriction.
b".. Northwest of Tauroggen in the Tyrele ffyrulial7 Forest (EG 7230).
c. Northeast of Tauroggen on both sides of the Tauroggen-Skaudvile road
at approximately EG 8527.
3. The residents in the restricted areas were evacuated. The restricted areas
were partially secured by electrified barbed wire and watchtbwercg; warning
signs were erected in theyareas. The work was done by Soviet Army construction
units. The construction material was shipped by civilian drivers to the
boundaries of the restrdicted areas; from there, Soviet soldiers conveyed the
material to the restricted areas.
4. The following construction projects were known:
a. A road system connecting the restricted areas with one another and with
the major highways;
b. A branch line from the restricted district in the southern area of
Tauroggen to the Tauroggen-Schaulen igiau11ai7 railroad line;
c. Underground and aboveground concrete structures.

1. Area north of Tauroggen, restricted since the spring of 1959. Supply
of construction materials observed.
2. Tyrele Forest, restricted since the winter of 1958-1959. The following
teasures indicated that a fuel depot (Betriebstofflager) had been
established in the northern part of the forest near approximately
EG 7034, and that a field gun depot or a firing emplacement for field
guns B/B had been established (em n FK-Lager oder eine AbschussatelIugg
fuer FK B/B LFeldkoerpern Boden/Bodeng gebaut wurden) in the south near
about EG 7229:
a. Shipments of fuel tanks, 6 by 2.5 meters, on flat-bed trailers to
the northern part of the forest, and a branch line of the Riga-Tilsit
pipeline leading to the same section;
b. Seven shipments L7? 7, each consisting of 12 field guns allegedly
15-17 meters long, on three-axle trailers, towed by M-50 LTt-T
prime moverg (7 Lkw-Transporte mit je 12 ca. 15-17 m langen
(angeblich) FK auf 3-achsigen Anhaengern an M-50) shipped to the

3. near Tauroggen Farm restricted. Shipments of gravel; sand, red
bricks,and steel grid structures, and the construction of protective
itnstallations against nuclear radiation effects (Bau von Schutzeinricht-
ungen gegen atomare Einwirkungen) observed.
4. Restricted area north of Sakalyne. Since the spring of 1959, shipments
of construction machines, mobile generators, sand, cement, bricks, iron,
and steel observed. Unidentified construction project.
5 Supply of construction material to fenced-in area.
6. Object "Pfundberg." Restricted area since the spring of 1959. Shipments
observed!, ' construction machines, dredgers, concrete-mixing machines,
cement, bricks, sand, gravel,llumber, finished steel girders, round-bar
iron of various sizes, and steel slabs 100 millimeters thick. Control
points were established at the barriers on the roads with access to this
area. An unidentified number of buildings sere completed in late 1959.
Unidentified equipment and canvas-covered, unidentified objects, shipped
by three military trains, were transloaded to trucks at the Tauroggen
railroad station and moved to this area. Railroad personnel were
pledged to secrecy.. The central construction object of the area south
of Tauroggen appeared to be located here.
7. Restricted area in Wischwill Forest. The construction project was
presumably carried out in 1957-1959. The heaviest supply of construction
paterial, including concrete masts 12 meters long, took place in the
summer and fall of 1958. Road construction and transportation of field
guns (FK) were observed.
During all 1959, shipments of gravel, sand, cement, fastening iron, steel
beams, and unidentified material were observed. The object was allegedly
completed in the summer of 1960.
& 10 Construction work was begun in early May 1959. Both objects were
surrounded by a forest, each 200 by 200 meters in size. Through each
,of these forests, clearings about ten meters wide and 100 meters liong
were cut in different directions. The arrival of construction machines
and material and the driving of concrete piles was observed. Both
objects were connected by a gravel road six meters wide.
11. Restricted area in Trappen LNemanskoye/ Forest. A total of 59 shipments
with large arched concrete parts, 18 by 2 by 0.5 meters, arrived in this
area from Tilsit.
12, Area near Pasventis, restricted since the spring of 1959. Shipments of
gravel, sand, cement, pipes,and iron girders observed. Military
construction personnel were not allowed to leave the site.
13, Since the pring of 1959, part of the training ground of Schmalleningken
ZSma1ininkai7 Forest had been restricted. The arrival of Construction
material was observed.

15. Restricted area since May 1959. Arrival of construction material.
Military construction personnel were not allowed to leave the construction
site.
16. Probably restricted since the summer of 1958. Arrival of cement, gravel,
bricks, and sand observed between the summer of 1958 and the summer of
1959. In the summer of 1958, new roads were constructed in this area.
The construction project was allegedly completed in the fall of 1959.

17. From August 1959, a non-concrete (nicht betonierte) road, 14 meters wide,
was constructed for the Soviet Army.
18. Restricted area. Construction of tunnel under the Memel River underway
since the summer of 1959. Compressors and detonations noted. Shipments
of sand observed. Allegedly, retractable (versenkbare) launching
sites (Abschussstellungen) were connected by the tunnel.
19. Restricted area since about May 1959. Shipments observed contained
concrete slabs, sand, cement, stones, gravel, diesel generators, 1,
compressors. Drivers and escorts belonged to the engineer service
of the naval air force. A new road was built.
20. There were several bunkers in this area, arranged in zigzag formation,
with vaulted roofs protruding two meters above the ground. There were
slots in the western walls of the bunkers through which structures
(Gebilde), eight to ten meters long, protruded toward the west, at an
angle of 30 to 40 degrees.
21. Gravel road (see points 9 and 10).
22. Allegedly a restricted area, two by two kilometers, with a construction
site.
