SUBJECT: Civil Defense in Plant No. 210
and in Dnepropetrovsk
CIVIL DEFENSE IN PLANT NO. 210 AND IN DNEPROPETROVSK
1. About six times yearly, there were after-hours civil defense meetings at
Dnepropetrovsk Plant No. 210 at which D officials or the PVO 50X1-HUM
lectured on the effects 50X1-HUM

2. The urban population could receive civil defense instruction through
lectures organized by the rayon instruction centers, but public reaction
to these lectures was unfavorable and so little interest was shown that the
government had begun the practice of delivering unannounced civil defense
lectures during the showing of commercial movie films. The radio, press
and television were not used as mediums of civil defense instruction and
source never saw any pamphlets on the subject.

4. Once in 1958 and once in 1959, Plant No. 210 employees were required to
participate in air-raid drills. They were alerted by a long blast of
the siren to stop all machinery and proceed to an open field outside the
plant grounds, where they remained approximately half an hour until three
short blasts on the siren indicated the all-clear.
