8. A fence had been put up around the area of berth No. 5 at the Oil Pier
and the gate that used to be at the base of the Oil Pier (point 2 of the sketch
map) had been moved to point 3 of the sketch map. A small building within the
fenced area, which formerly had been empty and apparently unused, was now being
used as a ships! chandlery.
9. A large radar, set on a base four to five meters from the gr and estimated
to be about five meters long and one and a half meters high, was observed at 50X1-HUM
or near Mys Severnyy Odesskiy. The radar was revolving in a clockwise
direction at a rate of about one revolution every five to ten minutes.
10. At 1845 hours and again at 1945 hours on 12 June 1961, a red flare was fired
from the area of the city of Odessa and was closely followed by two very
powerful explosions that appeared from the west. In each case the
