1. On 20 March 1962, the Bulgarian Pc:= iistry of Foreign Trade issued
Circular No. 47, signed by Fore5ga Trade Znister? achezar AAramov,
listing the follower instructions to be observed by al.Ll sec",{ ,Las and

ment
a. The Secretariat and Ca .es Department of he Ministry are di,- ctly
subordinate to the _lister himself.
b. First Deputy Ministers Ognyan Tikhaniirov is directly responsible
for all activity of the First Export Directorate (Prvo Updravlenie
Iznos). He is responsible for the entire export to capitalist
countries and directs and supervises all planning activity, fi-
nances, foreign currency, problems of administration, and personnel
of Teknoeksport, Mashinoeksport, Elektrcimpeks, and Reznoiznos.
c. Deputy Minister Dobri Aleksiev is directly responsible for the First
Import Directorate (Prvo Upravlenie Vncs)e for the Engineering
Directorate (Inzhenerno Upravienie), for the departments of econoui3 v
planning and capital constrictions, and directs and supervises all
activity connected with planning, finances, foreign currency, ad-
ministration, and personnel of Teknoemport.. Mashinoemport, and
Teksim.
d. Deputy Minister Mikhail Paskalev is directly responsible for the
Second Export.Directorate (Moro Upravienie Iznos), for the Depart-
ment of International Tra; sport$ for governnent quality control of
export merchandise, and directs and supervises all activity connected

with financial and foreign currency matters, administration, and
personnel of Bulgarplodeksport, Bulgarkonserv, Khraneksport,
Bulgartabak, and Despred.
e. Deputy Minister Atanas Vergiev is directly responsible for the
First and Second Directorates for Trade Agreements (Turgovski
Dogovori), Foreign Currency Directorate (Valutno), Directorate
for Marketing and Prices (Konyunkturno I Tsenovi Prouchvaniya),
and such sections as financial and accounting, financial control,
employment and wages, legal matters, and administration. He
also directs and supervises activity connected with planning,
finances, foreign currency, and administration and personnel of
Bulet, Balkanturist, and the Chamber of Commerce (Turgovskata.
Palata). The Protocol Department is under the authority of the
head of the Second Directorate for International Trade Agreements.
f. Deputy Minister Ivan Popov,is directly responsible for the Second
Import Directorate (Vtoro Upravlenie Vnos)i for the section of
mass consumption goods, and directs and supervises all activity
connected with finances, administration, and personnel of Rudmetal.
Industrialimport, Khimimport, Bulgarkoop, and Kinofikatsiya.
g. First Deputy Minister Ognyan Tikhanirov replaces Deputy Minister
Ivan Popov during the latter's absence.
h. All complaints against the Ministry are referred to the Deputy
Minister in charge of the respective section.
i. These instructions cancel Circular No. 198 of 18 July 1961 con-
cerning the distribution of functions of Deputy Ministers and are
forwarded for the information of the entire staff of the foreign
