2. A secret plant, connected in some way with the nuclear industry, was
ruyrored to be located in Glazov (N 58-09, E 52-40), about 200 kilometers
northwest of Izhevsk. The plant was said to be located in the new part of
the town called Novyy Glazov. It was constructed by a large convict labor
force during the years 1992-1955 and, when completed, recruited people
from many parts of to country to work there; no one from Glazov proper,
however, was accepted for employment at the plant, not even Party members.
The plant was rumored tD be directly subordinate to Moscow and to pay its
employees very well, Deapite the existence of this plant, Glazov was not
a closed area and no permits were necessary to visit either the town
proper or Novyy Glazov. In fact, many people from the surrounding area
did their shopping in the tcwn because the supplies there were better
easier to obtain than elsewhere.

1. In mid-1957 Izhevsk L1V56-51, E53-17, the capital of the Udmurt ASSR, had 50X1-HUM
a population of 300,000, of whom about 55 to 60 percent were Russians, 30
to 35 percent native Udmurts, and the remainder Tatars. The town was div-
ided into three rayony: Pastukhovskiy rayon, Zhdanovskiy rayon, and
Azinskiy rayon. The Pastukhovskiy rayon was the central rayon and con-
tained the most important public institutions, the town theater, movie
houses, Plants Nos. 5 4 and 6?, and the new part of town called Sots
Gorodok. Sots Gorodok had developed rapidly since World War II and
contained large four-and five-story stone buildings. The Zhdanovskiy
rayon was primarily a workers residential quarter and included, among
other things, the town railroad station and two huge military plan s,

workers; this rayon included a district (poselok) called Kirovskiy
Poselok that was referred to locally as Vyatskiy Poselok. The main
street in this poselok was Kirovskiy. Among the installations in the
Azinskiy rayon was a metallurgical plant, originally called Leninskiy
Zavod but in 1957 was designated by a number

recently been expanded into a very large enterprise; it was believed
to produce agricultural machinery
Izhevsk was situated along the shores of Izhevskiy Prud, which was about
12 kilometers long and, in some places, 21 meters deep. A small, unnamed
river flowed from the lake, passed through either Plant No. 71 or Plant
No. 74, and continued through Sots Gorodok in the direction of Zavyalovo.
At the confluence of the river and the lake were a dam and water control
installations to regulate the flow of water. Destruction of this dam
would inevitably cause a rapid flooding of Plants Fos- 71 and 74.
3. Water for the entire town was derived from Izhevskiy Prud. The town
water station, which included a water tower, pumps, and purifying
installations, was situated on the shores of the lake. Central water
and sewerage networks had been installed only in the town center and
throughout Sots Gorodok.
4. The largest plants in Izhevsk were Plants Nos. 71 and 74, both of which
employed about 60,000 workers in three shifts. The two plants, which
were located next to each other separated only by a fence, extended for

of the area of Zhdanovskiy rayon. Both plants existed before the
Bolshevik Revolution, since which time - and particularly during World
War II - they had undergone considerable expansion

5. Plant No. 524 was also a very large enterprise which had developed from
a small motor plant (moto-zavod), established in 1942. The plant was
located at the town center among residential buildings, partly in
Pastukhovskiy rayon and partly in Azinskiy rayon; it was bordered on
one side by Gorkogo Street, on another side by Karla Marksa, and on
still another side by Krasnaya Street. On Gorkogo Street, the plant
faced mechanics institute (mekhanicheskiy institut), which had been
founded in 1957 on the premises of a former vocational training school
(FZO.). On Karla Marksa, the plant faced a large three-story building
that housed a secondary school, while on Krasnaya Street it faced a

and, in connection with the expansion, residents on Karla Marksa and
Krasnoarmeyskaya were offered large sums of money to vacate their homes.
During World War II, the plant produced Maxim medium machine guns
(stankovoy pulemet maksima)

6. Plant No. 622, located in the Sots Gorodok district of Pastukhovskiy
rayon, had been established at the end of World War II in an open,
barren area of the city. The area, however, had simultaneously de-
veloped with the plant's expansion and, in 1957, contained four- and
five-story residential buildings. In 1957, Plant No. 622 occupied a
larger area and contained larger buildings than Plant No. 524
7. Other industrial plants in Izhevsk included the following:
a. A brewery (piv-zavod), which was located behind the
mechanics institute, near the shores of Izhevskiy Prud.

culture, which was housed in a number of wooden sheds
on Krasnoarmeyskaya, in the vicinity of the permanent town
circus and market. The plant employed about 180 workers
in two shifts.
c. Three bakeries: one opposite Plant No. 52L.; another, the
largest, in Sots Gorodok near the town bathhouse; and
another in Zhdanovskiy rayon.
d. A small chemical plant (khim-zavod), located it Zhdanovskiy
rayon in the vicinity of Plants Nos. 71 and 74+, which em-
ployed about 60 workers. The plant produced an unspecified
powder which was packed in paper sacks and delivered to
other chemical plants outside Izhevsk.
e. The town thermal power station (TETS), which was located on
the shores of Izhevskiy Prud in the vicinity of Plants Nos.
71 and 74+. This was the only station in the town and supplied
current for all lighting and industrial purposes. It occupied
a huge building, but had not been enlarged since World War II,
during which time it had a daily consumption of 85 rail
carloads of lumber (30 cubic meters of lumber per car).
The stack (there possibly was more than one) was
very tall and could be seen from any part of town.
Military
8. The entire military garrison in Izhevsk consisted of a very small unit (service
branch unknown) and was almost unnoticeable. The unit was stationed on

Karlutskaya Ploshchad, in barracks which consisted of a small, two-story
building and a few huts. No military units participated in parades or
ceremonies held on public holidays.
Public Institutions
9. Details on the following public institutions in Izhevsk were reported:
a. The Supreme Soviet of the Udmurt ASSR and the oblast
Party committee (obkompartii) occupied a four- or
five-story building at the corner of Gorkogo and
Sovetskaya Streets. The entrance to the Party
committee section of the building was on Sovetskaya
and the entrance to the Supreme Soviet section was
on Gorkogo. The building also housed various minis-
tries, including the Ministry of Communal Economy,
the Ministry of Agriculture, the Ministry of Finance,
the Ministry of light and Food Industries, the Ministry
of Culture, and the Ministry of Health.
b. The MVD, KGB, and chief militia directorates occupied
a four-story building at the corner of Sovetskaya and
Pushkina, about 400 meters from the Supreme Soviet.
c. The town theater, a new two-story building with about
1700 seats, was located on Sovetskaya opposite the
Obkompartii.
d. The central post and telegraph office and telephone

exchange occupied a three-story building at the corner
of Sovetskaya and Karla Marksa.
e. The directorate of the Izh-Stroy, a construction concern
which carried out all the construction work in the town,
was located on the shores of Izhevskiy Prud.
f. A medical institute (med institut) occupied a four-story
building at Karlutskaya Ploshchad, in the Azinskiy rayon.
g. A nursing school (felchersko-akusherskaya shkola) was
located in the vicinity of the medical school.
h. The Supreme Court and the Ministry of Justice of the
Udmurt ASSR occupied a two-story building on Sovetskaya.
i. A technical school (tekhnicheskoye uchilishche) was
located on Sovetskaya.
J. About four or five hospitals were centered around Karlutskaya
Ploshchad. The hospital buildings were about three stories
high and were situated in two large courtyards.
Transportation Facilities
10. A small civilian airfield with a short concrete runway was located about
six kilometers east-northeast of the town center. Apart from a small
wooden hut, there were no buildings at this field.
11. Public transportation fi,cailities in the town consisted of two streetcar
routes and one bus route:
a. One streetcar route began at the end of Kirova and ran via
the town park on the shores of the lake, along Karla Marksa

to the central railroad station. Karla Marksa was about
six kilometers long.
b. The other streetcar route began by Plant No. 622 in Sots
Gorodok, ran through Sots Gorodok along a road (name un-
known) that was parallel to Sovetskaya, and terminated at
the corner of Sovetskaya and Karla Marksa.
c. The bus route ran between the town center and Zhdanovskiy
rayon.
12. Among the asphalt-surfaced streets in Izhevsk were Sovetskaya (its entire
length), Gorkogo (its entire length), Svobody (part only), Pushkina (part
only), and all the streets in Sots Gorodok. The other streets in town
were barely more than dirt tracks and became so muddy in wet weather that
they were virtually impassable.
13. Before World War II, all the streets in Izhevsk were designated by numbers,
only since the war had they been given names. The main streets in town
were Gorkogo (formerly Street No. 1), Karla Marksa (formerly Street No. 2),
Krasnoarmeyskaya, Svobody, Krasnaya, Komsomolskaya, Sovetskaya (this was
the main street), Pushkinskaya, Kirova, and Ordzhonikidze (the main street
in Sots Gorodok).
